The “Winning in Tendering” team wish to recruit a suitable contractor to undertake a formative evaluation of the project. The purpose of this evaluation is to:A.Improve the project’s performance during its lifetime.B.Evaluate the overall project impact. Given the way the project is structured and the nature of the outputs to be developed, it is expected that the early focus of the contractor will principally be on evaluation with a view to improving performance, with the final year of the project providing more scope to evaluate the overall project impact. The contractor will be expected to provide robust and valid evidence as part of these evaluation activities. See attachment for more details.
