Family Planning 2020: Monitoring and Accountability at the National and Local Level.

The Department for International Development (DFID) is seeking a Service Provider to deliver a new national and local level family planning accountability programme. The aim of the programme is to ensure that FP2020 goal of reaching 120 000 000 women and girls with voluntary planning by 2020 is met. It will do this by working to ensure that governments and family planning service providers in up to 10 countries are held to account by their citizens to a) deliver their family planning commitments, including those made in the context of FP2020, and b) ensure full, free and informed family planning choice for everyone. It is designed as a 3 year programme, with the possibility of renewal for a further 2 years, worth up to GBP 19 000 000 in total across 5 years. It is envisaged that at least 75% of the available funds will be spent at the national and/or local level. We are seeking proposals from consortiums of organisations with demonstrated expertise in accountability, transparency, governance, political economy, equity and human rights, gender, sexual and reproductive health and rights, and the strong in-country presence and legitimacy necessary to deliver a programme of this complexity. Bidders are expected to build upon the latest evidence and thinking in social and political accountability, alongside a clear understanding of individual country contexts, to deliver an appropriate mix of long and short-route demand and supply-side accountability interventions in up to 10 countries. This is a 2-stage competition under the EU (Advertised) Negotiated route. The first stage will involve submission of Pre Qualification Questionnaires (PQQ) . Following their review, we expect to shortlist up to 4 bidders who meet the technical standard to develop full proposals, before entering into a negotiation round with DFID, before full and final bids are requested. The final bid moderation meeting is expected to take place in December 2014 with programme mobilisation to commence in February 2015.
