Final Evaluation of Reach the Heights Programme Reach the Heights aims to strengthen the position of young people in Wales between the ages of 11 and 19 in relation to opportunities for learning, advice, support and guidance, including those who are not in education, employment or training (NEET), or are at risk of becoming so. In February 2009, Reach the Heights was awarded around £20 million from the European Social Fund (ESF) to support two projects - First Footholds and Routes to the Summit. Reach the Heights is a complex, diverse large-scale programme which includes 170 individual activities of which one hundred are live, forty completed and a further thirty yet to be contracted. The purpose of the research is to inform: •The Welsh Government and the Welsh European Funding Office on the effectiveness of First Footholds and Routes to the Summit, during the evaluation period July 2010 to March 2013 •The long term development of the activities and their continued sustainability, where appropriate•The delivery of future interventions which aim to reduce the number of young people who are, or who are at risk of becoming, not in employment, education or training•The management and delivery of future large-scale programmes of work consisting of multiple, discrete activities. The specific objectives of the research are to: i.Evaluate the effectiveness of Reach the Heights at the level of programme, project and activity, during the evaluation period July 2010 to March 2013, in terms of realising aims, objectives and targets including outcomes and impacts on young peopleii.Assess the effectiveness of the design, management, implementation and data collection arrangements associated with Reach the Heightsiii.Engage young people in developing research questions which will be used in the researchiv.Ensure the research design will allow long-term impacts of Reach the Heights to be studied in the futurev.Draw lessons and make recommendations to inform:•the development of the individual Reach the Heights activities •the development of future interventions which aim to reduce the numbers of young people who are not in employment, education or training•the management and delivery of future large-scale programmes of work consisting of multiple, discrete activities•the development of a plan to facilitate the long term sustainability of activities.The Welsh Assembly Government, on behalf of the Welsh Ministers, will be conducting this procurement exercise through the etenderwales portal https://etenderwales.bravosolution.co.uk Tender documents and other information must be downloaded from and returned through this portal.
