Dublin City Council (DCC) applies for social housing capital funding from the Department of Housing, Local Government and Heritage (DHLGH) in accordance with its 4 stage capital approval process.In order to progress housing regeneration capital funded projects, we are obliged by the Public Spend Code to submit required financial documentation to the DHLGH at each stage.In this event, Mazars have been providing financial and economic appraisals on a number of projects from proposal stage onwards on behalf of DCC. These housing projects are now at various stages of approval and dependent on updated cost reports being completed in a timely manner so as not to negatively affect project status and delivery.Following a cancelled public procurement process due to an ever changing market and as Mazars have completed a significant initial amount of work on these projects, it would not be prudent in either time efficiency or value for money to now engage another service provider to complete the updated information.Consequently, due to the scope of the evaluations, if another service provider was to become involved at this stage, it may result in a further examination and variation of already approved and agreed appraisals. It is DCC’s intention to award a contract to Mazar’s for the completion of these appraisals under Article 32 (c) of the 2014/24/EU Public Procurement Directives, while DCC prepares to publish new tender documents for financial advisory services.
