The contracting authority is looking to seek a service provider to undertake the delivery of mandatory training in both disciplines (Fire Safety and Health & Safety) as well as the day to day delivery of a compliant service across the whole of the Trust Estate in line with national regulatory and statutory bodies and all relevant legislation.The Trust operates across both Dudley and Walsall localities, out of 29 separate buildings providing Mental Health services. Within its portfolio are three inpatient hospitals providing a range of services across various age ranges.The successful bidder will need to provide assurances that the service provided will include the following functions:— Review and support policy development, procedural guidance and implementation.— Development and delivery of an annual work plan.— A compliant and robust technically informed fire safety service to include conducting and reviewing Fire Risk Assessments, ensuring feedback is provided against any significant findings.— A compliant and robust Health and Safety service advice to include conducting and reviewing safety practices and culture across the estate and in its operational areas.— Supporting the Trust delivery of its annual mandatory training specific to the service provided and to all staff and in some instances contracted services. This includes Fire Marshall, evacuation and fire drill training.— Attending committee groups to present reports and a findings as required.— Review and advise on incidents providing an “investigatory” service with recommendations.— Reviewing practices and offering guidance on ways to improve them and minimise risks to the Trust and its staff.— Support Trust and staff to meet their obligations as required in all relevant safety legislation.— Review Fire safety plans and systems.— Work as part of the Estates & Facilities function providing support and guidance as operationally required.— Provide (adhoc) Fire Safety and Health & Safety advice with regard new buildings and the refurbishment of existing buildings and their design.— To liaise with enforcing authorities on technical issues.— To liaise with all departments within the Trust to ensure that the H&S ethos is reflected in all operational procedures and management.
