As set out in the MoJ's PIN 2013/S 124-212861 for the Future IT Sourcing Programme (FITS) the MoJ's current major ICT contracts were negotiated prior to the creation of the MoJ. As a result, the contracts are broadly aligned to business units within the Authority (e.g. NOMS, HMCTS, Headquarters) rather than supporting economic, standard and integrated services across the Authority. These legacy contracts are due to expire in the next few years. The FITS Programme has been established to implement a Service Tower operating model for the delivery of ICT Services across the MoJ and to procure replacement contracts that align with and support this model. This Contract Notice covers the procurement of End User Computing Services (EUCS).MoJ does not propose to place any specific constraints on the number or combination of contracts for which any supplier may bid in this and later competitions. However, in order to minimise any conflict of interest, the successful bidder for EUCS services will be asked to demonstrate appropriate ethical walls are in place between the parts of its organisation responsible for the delivery of EUCS services and those parts that may be responsible for the delivery of services in other Service Towers. Suppliers who are considering bidding for EUCS and any other service tower should consider the implications this will have for them, the MoJ and other Service Tower Providers.EUCS services:End User Computing ServicesThe responsibility of the End User Computing Services (EUCS) Supplier shall be the provision, management and support of EUCS Services that achieve the agreed Service Level Targets. The scope of these services includes:— Client Devices such as desktops, laptops and tablets;— Peripheral Equipment such as directly attached printers and scanners, dictaphones, cameras, headsets;— Storage including unstructured data storage for End User's personal and shared data, messaging, and archived data;— All Software used in the delivery and support of EUCS, such as operating system, open source, assistive technology or COTS consumed by End Users;— Presentation and Provisioning Service that will provide a consistent End User experience, such as the look and feel, branding and a consistent method of access for users to their applications and services irrespective of the device used;— Directory Service that manages information about people, devices and the rights they have to the Authority's Services;— Information Security Management service that will support confidentiality, availability and integrity of the EUCS;— Service Management functions that support the EUCS and also to work and collaborate with other FITS Suppliers to deliver the End to End Services;— Live and non-live environments, including training environments that support the delivery of the EUCS and FITS Services;— Distributed platforms hosted in local server rooms that support Business Applications provided by the Application Maintenance and Support Suppliers; and— Collaboration Services, which includes:- A messaging service for End Users and Business Applications including email and a facsimile service;- Office automation such as word processing;- Workgroup collaboration;- Device and enterprise search;- Address book;- Calendar; and- Instant messaging.The End User Computing Services (EUCS) Supplier shall manage and integrate the following Authority procured services with the EUCS service defined above and ensure that they achieve the agreed Service Level Targets:— Identity and access management services that allow authorisation of people and devices to access services;- Workgroup collaboration
