Flintshire Disability Support Services

Flintshire County Council is seeking to redesign its services to support people with disabilities in the community (Including learning disability, physical disability and sensory impairment services). We have been working with local providers and people with disabilities through a process of coproduction to create a shared vision for disability services in the future. The Council is now seeking an innovative partner to work with in order to develop this vision further. As part of the process of coproduction the Council would welcome approaches from third sector providers of disability services who have experience of innovative practice or who believe they have creative ideas in relation to new models of disability support.So far Flintshire County Council has held a number of coproduction events and has consulted with local people via discussion groups and via online and paper based surveys. We have looked at new and innovative models in place across the UK as well as the assets we have locally in Flintshire. Key ideas that have come to the forefront during this process are:•A community based hub to empower and enable people to link into and develop their own networks and groups. Ideas regarding networks for transport, skills linking, friend’s networks, time banking, personal assistant database and information sharing led by communities were key to event discussions.•Support for people to source and understand new technologies around independence and an online market place for daily living aids.•A Well-being Hub that links people with a number of universal activities that will support the person to achieve what matters to them and support their well-being (Concepts linked to the 5 ways to wellbeing and progression model)The service will be designed to meet the requirements of the personalisation and preventative agendas and will be strongly aligned to the Single Point of Access in Flintshire and national Dewis portal for information and advice. Personalisation in Flintshire is concerned with making services fit around the individual user, enabling people to make decisions, maximising their life opportunities and giving them choice and control to achieve the things that matter to them.It is the vision of Flintshire County Council to work with an organisation/organisations that share the Authorities social care values of providing local high quality services, which offer value for money whilst delivering the outcomes that matter most to those who use our services. Flintshire strongly believes in strengthening local communities and developing existing assets and services and would welcome the opportunity to work with an organisation/organisations that would encourage the key concepts of community ownership, growth and sustainability. Ideally we would want to work with an organisation able to act as an umbrella organisation working with local providers to develop a central hub for innovative disability services.The purpose of this notice is to assess market interest in working with the authority to develop community based disability provision and make it both fit and flexible for future demand. Providers may draw on either direct experience of innovative projects they have been involved with or new models of service they have knowledge of and believe would better meet the needs of individuals with disabilities in Flintshire.Written submissions of no more than 1000 words should be made no later than 4pm on 15th September 2015 via email toprocurement@flintshire.gov.uk.Your submission should contain•Details of your organisation•Evidence of your organisation’s capability to meet the Service Requirements as detailed in this documentThe Council will acknowledge receipt of all submissions by email only. It will ensure that all submissions are kept confidential and are not shared with any third party without express permission. The council welcomes collaborative proposals and approaches from social enterprises and views this Pin Notice as the beginning of a dialogue with organisations, with the view to include service users also throughout the process
