Portsmouth City Council (the ‘Authority’) is undertaking a procurement exercise on behalf of the Eastern Solent Coastal Partnership (ESCP) to establish a framework agreement for the provision of specialist consultancy services. The agreement will be used to commission specialist services to support the delivery of a programme of flood and coastal erosion protection projects across the coastal areas of Central Southern England, ranging from Dorset in the West to Worthing in the East.The Authority is seeking to establish a multi-supplier framework compromising of 6 consultancies. Each consultant must have the ability to provide comprehensive multi-disciplinary services within the role of lead consultant.The Authority is targeting to have awarded the agreement by mid-March 2016. The framework will run for an initial term of four years with the option to extend in increments to be agreed up to a maximum term of 8 years.The value of total work let under the agreement over the maximum 8 year term may range from 6 500 000 GBP to 40 000 000 GBP. The lower value is based upon the forward programme of work anticipated for Portsmouth City Council only, whilst the higher takes account of potential work from the other 20 named authorities.These values should be treated as guides and the true value may actually be higher or lower based upon take up by Authorities and progression of Flood and Coastal Erosion Risk Management schemes.The ESCP is made up of the following member Local Authorities:— Portsmouth City Council;— Fareham Borough Council;— Havant Borough Council;— Gosport Borough Council.In addition to the ESCP members a further 17 Local Authorities and Harbour Authorities from across the South of England have also expressed interest in accessing the framework agreement once operational, being:— Havant Borough Council,— Gosport Borough Council,— Fareham Borough Council,— Chichester District Council,— Eastleigh Borough Council,— Southampton City Council,— New Forest District Council,— Christchurch Borough Council,— Purbeck District Council,— Adur District Council,— Worthing Borough Council,— Dorset County Council,— Isle of Wight Council,— Borough of Poole,— West Dorset District Council,— Weymouth and Portland Borough Council,— North Dorset District Council,— East Dorset District Council,— Arun District Council,— Chichester Harbour Conservancy,— Langstone Harbour Board.In letting the framework the Authority is also concurrently inviting tenders for the design of coastal defences at North Portsea Island. The value of the works contract is estimated at approx. 40 000 000 GBP and is targeted to commence on site during April 2017. The value of the design work package, which forms part of this procurement, is estimated at approximately 1 000 000 GBP with service delivery commencement required shortly after award of the overarching framework agreement.The deadline for submission of requests for clarification is 28.1.2016 23:59 and the deadline for submission of tenders is 5.2.2016 14:00 with interviews being held if required for verification the week commencing 22.2.2016.For further information and instruction please refer to the InTend system via: https://in-tendhost.co.uk/portsmouthcc/aspx/home
