Flying Start Carmarthenshire Expanded Childcare Service

Flying Start Carmarthenshire is seeking to have new childcare providers who are able to provide childcare to all eligible 2-3 year old children for 12.5 hours per week per child, living within a designated postcode area in the newly identified Flying Start catchment areas. Childcare, which is free to parents, will be offered to 2 year olds from the term after their second birthday to the term in which they turn 3 years old.The provision of good quality childcare for children from 2-3 years of age is the centrepiece of service delivered under the Flying Start initiative. The quality childcare provision focuses on children from disadvantaged backgrounds and aims to improve their outcomes in preparation for school and in the long term. The announcement by Ministers to expand the Flying Start service across Wales in 2012/13 and subsequent offer of revenue funding, has resulted in Flying Start Carmarthenshire identifying an additional 9 NEW geographic areas where it plans to provide intensive prevention services, in addition to expanding on the current 8 areas, by adding additional postcodes. The criteria used to identify expanded Flying Start areas used 'Income Benefit households' as an indication of poverty and the basis for planning future service provision for all four services strands.Flying Start currently provides services to families living in eight geographic areas of Carmarthenshire: Bigyn, Betws, Carway, Felinfoel, Morfa, Lakefield/Copperworks, Llwynhendy and Richmond Park. Our expansion of services will enable us to develop services in specific postcoded areas within: - Lot 1a Llwynhendy 2/Cefn Caeau North, And Bynea 2/Amanwy Penygraig, Llanelli, - Lot 1b Morfa/Lakefield area, Llanelli,- Lot 2 Dafen/Penygaer Capel (Llanelli), - Lot 3 Ammanford 1/ Pantyffynon, - Lot 4 Garnant, - Lot 5 Glanaman 1, - Lot 6 Carmarthen Town (Richmond Park)It has been confirmed by the current provider of this service that there are TUPE [Transfer of Undertakings (Protection of Employment) Regulations 2006] implications attached to Lot 6, Carmarthen Town (Richmond Park).Please note: it has been deemed necessary, for a range of reasons, to establish in-house childcare provision within the Local Authority, therefore they will not be included in this tender exercise. The following areas are now removed from this tender exercise:- Myrddin Community Primary School, Carmarthen Town - Pwll Community Primary School, Llanelli- Trimsaran School, KidwellyThe evaluation will follow an Open Procedure of Part B Services which requires limited application of the European Procurement Rules and will take place in a two stage process. Please note that as this is a framework arrangement specific numbers of child places, or guarantees, cannot be given. Exact quantities of child places that will be required throughout the Framework cannot be guaranteed, as this will be dependent on demands from parents. One provider will be appointed to Lot 6 (Richmond Park). For Lots 1-5 it is envisaged that there may be one or more Childcare Providers appointed to each Lot.
