1 Flying Start is the Welsh Government’s early years’ programme working with families with children under 4 years living in the most deprived areas2 Flying Start Lower Super Output Areas (LSOA’s) are based on information provided by DWP and HMRC showing the highest portion of children living in houses where families receive income benefits. It is not based on wards. LSOA’s can cross more than one ward3 Cardiff is the largest programme in Wales with 4901 children at present4 The focus is to improve life chances through delivery of 4 core elementsi. Quality part-time childcare for all 2-3 year olds in Flying Start areasii. Enhanced Health Visitingiii. Parenting programmes/supportiv. Early language development5 This contract is for high quality part-time childcare for 2-3 year olds as per the Welsh Government Guidance.6 The Service Provider will support children in meeting/exceeding key milestones & in early identification/support with additional needs
