Foundation Phase Evaluation

The Welsh Assembly Government would like to commission a large scale evaluation of the Foundation Phase. The Foundation Phase is a new approach to learning for children from 3 to 7 years of age. It is based on the principle that early years'' provision should offer a sound foundation for future learning through a developmentally appropriate curriculum. It is a play-focussed, experiential form of learning.There are four key aims to the work:1. To evaluate how well the Foundation Phase is being implemented and highlight ways in which improvements can be made.2. To evaluate the impact of the Foundation Phase.3. To assess the value for money of the Foundation Phase.4. To put in place an evaluation framework for the future tracking of outputs and outcomes of the Foundation Phase.The contract will require expertise in conducting large scale evaluations; on the education sector (including in Wales); on this age group of children; on economic evaluation; bilingual Welsh/English practice; and child development. The awarding Authority reserves the right to request parent company and/or other guarantees of performance and financial liabilityPayment terms will be indicated in the contract documents.
