The Welsh Bone Marrow Donor Registry Laboratory (WBMDR) based at the Welsh Blood Service (WBS) Pontyclun has determined that a Framework Agreement for a Medical Evaluation Service for Haematopoetic Stem Cell Donors is required.To ensure donors are not put at undue risk it is necessary for them to undergo a medical evaluation to determine their fitness to undergo an anaesthetic and donate bone marrow and/or Peripheral Blood Stem Cells (PBSC).This medical evaluation must comply with the requirements of both the Human Tissue Act and the World Marrow Donor Association.and is undertaken by a physician who is independent of the Transplant Team.This Invitation to Tender is for a GMC Registered Medical Physician to perform Medical Evaluations of Haematopoietic Stem Cell Donors in terms of the regulatory requirements of the HTA. Physicians MUST have practiced for a minimum of one year in the UK in the last three years. A physician with experience in haematology or transfusion medicine is desirable but not mandated. Likewise previous experience of providing medical evaluations to determine fitness is desired.The scope of the procurement is to deliver:•Provision of facilities and appropriate levels of staff to undertake the HSC donor medical evaluations and provide an opinion of the donors’ fitness to donate.•Laboratory and medical testing as detailed below•A Communication system between the provider and the WBMDR•A system to ensure competency assessment of staff involved in medical evaluations•Staff training, production and maintenance of SOP’s for the staff involved in delivering the requirementsThe Medical Practitioner MUST assess the donor and provide an opinion of the donors fitness to donate HPC, for example, bone marrow under general anaesthetic or GCSF stimulated peripheral blood stem cells by Apheresis.NOTE: The authority is using eTenderwales to carry out this procurement process.
