Framework Agreement for Pool of Small Contractors

Descriptions

Cardiff Council wishes to procure an arrangement for a pool of small contractors to help deliver repairs predominantly to its vacant properties. The Council’s Voids Team manage the works being delivered to bring void properties up to a standard for a new tenancy. As a property becomes vacant, a Technical Manager from the Voids Team visits the property, assesses the repair requirements, and creates a schedule of works required. The Voids Team currently then either deliver the repairs via their in-house team or pass the property to an external contractor (via an existing Framework) who will undertake the works. The Council is looking to procure an arrangement for pool of small contractors to support the in-house team in their delivery of repairs by completing a specific category of work. The Council is seeking to engage multiple contractors to create this pool.It is anticipated that there will be a requirement for the following categories of work:•Asbestos Removal (licensed)•Asbestos Removal (non-licensed)•Asbestos Surveys•Carpentry•Carpet & Flooring•Clearances•Deep Cleans•Domestic Appliance Service, Repair & Sales•Electrical Works•Fire Safety / Fire Stopping•Gardening / Landscaping•Gas / Heating•Glass Supply & Install•Kitchens & Bathrooms•Painting & Decorating•Plastering•Plumbing•Roofing•Scaffolding•Screening•Structural Surveys•Structural Works•Windows & Doors•Bidders will be able to apply for single or multiple categories of work.It should also be noted that there is no guarantee of work, and the arrangement will be used to call off as required. The Council held a supplier event on 15th June 2021. Following that event and supplier feedback, the Council has further developed and finalised the framework model. The Council intends to hold a further supplier event in conjunction with Business Wales to talk potential interested parties through the background, final model, and tender process.
