Caerphilly CBC ('the Authority') – Early Years are looking to establish a Framework Agreement to deliver Early Years Education and Flying Start Childcare places, within the non-maintained sector. For the purposes of this contract, the term ‘childcare provision’ will be used for the non-maintained sector including Playgroups, Cylchoedd Meithrin, Day Nurseries and Childminders.The services for childcare provision will be delivered through 2 Lots as detailed belowLot 1–Early Years Education places for rising 3 year oldsLot 2–Flying Start childcare places for 2-3 year oldsProviders may bid for one or multiple lots.Both Lots are subject to the Authority successfully attaining grants and ongoing levels of funding, which will be confirmed each financial year.Full details can be found within the Invitation to Tender (ITT)The contract period for this arrangement is from the 1st April 2015 – 31st March 2017, with the option to extend for up to a further period of twelve months.The Authority has an existing framework (CCBC/PS842/12/KW) for this provision that is due to expire on the 31st July 2015. The new framework (CCBC/PS1309/15/HS) will replace the existing framework after the 31st July 2015. All existing providers shall remain on the existing arrangement (CCBC/PS842/12/KW) until the framework expires. Any new providers not currently on the existing arrangement shall commence any service, if available from the 1st April 2015 under the new arrangement. Providers on the existing arrangement, who are also successful on the new arrangement, will transfer to the new framework, commencing from the Autumn Term. Providers on the existing framework, who are unsuccessful on the new arrangement, their contact shall end on the 31st July 2015.It should be noted that being on the Framework is no guarantee of receiving any business from the Authority.This service may be applicable to TUPE legislation.The tender documentation can be accessed via the etendering portal https://www.proactisplaza.com. All clarifications responses shall be issued to all providers via Proactis-PlazaThe tender process is a two stage processStage one - Selection StageStage Two - Award StageStage One - Selection stageThis section consists of pass / fail questions and scored questions out of 10 marks. Providers are required to pass all pass/fail questions and obtain a minimum score of 6 per question from the scored questions to proceed to the award stage.Stage Two – Award StageThe award methodology will be based upon 100% quality. Prices are fixed and organisations bid on the basis that they accept the prices, which may vary during the period of the framework. Further details are in the ITT.Each question is to be scored out of 10 marks.
