Framework for the Provision of Approved Driving Instructors (ADIs) Services

Caerphilly County Borough Council is seeking expressions of interest from Approved Driving Instructors (ADI’s) to provide driving instructor services for the Mega Drive event and other potential driving events that may be organised by Caerphilly County Borough Council from time to time during the course of the framework period being two years with an option to extend for a further two periods of twelve months.Mega Drive is a pre-driver road safety education programme aimed at 16-17 year olds. First run in 1995, it is a recipient of the Prince Michael of Kent Award for Road Safety. Evaluation has shown that Mega Drive is a very effective method of developing a positive attitude to the responsibility of driving a car.Mega Drive was a successful event in Caerphilly County Borough in 2013 and has been running every year since. The event took place over three (3) days in October and was located at Ystrad Mynach College (Twyn Road, Ystrad Mynach, Hengoed, CF82 7XR). Two Mega Drive sessions took place on each day.The Mega Drive event takes place once a year, however it is possible that two events may take place per year depending on the popularity and success of the event. Other driving events that require ADI’s may take place at various times throughout the year and the framework will be used to call off driving instructors as and when there is a need.Each Mega Drive session lasts about two and a half hours and can take a maximum of 24 students. There will be one session in the morning and one in the afternoon. The maximum number of students per day is 48.Students are divided into two groups. One of the groups will visit four 15-minute interactive workstations one of which includes a practical driving session with an Approved Driving Instructor (https://www.gov.uk/adi-standards-check) in a dual controlled car. After one hour the groups will swap over.Students visit the four interactive workstations in groups of three, except practical driving where it is one-to-one with an ADI. The course is aimed at students who have not had a driving lesson previously and often gives students their first taste of being behind the wheel of a car.ADIs will be engaged for a full day, 9am to 4pm (two x 2 ½ hour sessions per day and briefing and debriefing sessions), to deliver a basic 15 minute programme to individual students using the ADIs own dual-controlled car on a segregated off-road area.There may be occasions where a student may have special needs or disabilities, or do not speak English very well and this will be discussed with driving instructors as and when applicable to determine how they can be accommodated.Tenderers will be expected to demonstrate competence and continuous experience over the past two years; this may include previous events that you have participated in and / or day-to-day evidence of providing a regular driving instructor service to the public in particular younger persons.Natasha Ford (Supplier Relationship Officer) will be available for suppliers who need assistance with navigating and completing information in the Proactis Plaza eTendering system.
