Framework for the provision of Arts and Crafts Suppliers.

CPC has awarded a framework agreement for the provision of Arts and Crafts Supplies to service the requirements of CPC membership including but not limited to Schools, FE Colleges, Academies and Universities. The Crescent Purchasing Consortium (CPC) is the only purchasing consortium operated exclusively for institutions working in the Further Education (FE) sector. The CPC now has over 2200 member institutions including; FE colleges, sixth form colleges, academies, Schools with 6th forms and a number of private or independent educational institutions. Membership is available to any institution providing further education in England, Scotland, Wales or Northern Ireland.The framework is also available for Higher Education institutions via our colleagues in other Consortia. As per our joint contracting programme other bodies that could potentially be interested in accessing the agreement include NWUPC (North Western Universities Purchasing Consortium) and British Museums.It is recognised that Arts and Craft suppliers operate in a niche market. To maximise the range of products and suppliers available, the framework has been structured into four specialist lots and a fifth ‘Arts and Crafts Supplies One Stop Shop' lot.The framework comprises a panel of suppliers for each lot from which public bodies wishing to use the agreement can order Arts and Craft supplies.Awarded framework suppliers are required to provide Arts and Crafts supplies via a regularly updated standard price list of items. Public bodies wishing to use the agreement may place an order directly from the price list, or for large higher value requirements a ‘further competition' may be conducted.The framework agreement is let on behalf of Crescent Purchasing Consortium Members. The framework will also be open for use by all other public sector contracting authorities (as defined in Article 1 (9) of Directive2004/18/EC and implemented by Regulation 3 of the Public Contract Regulations 2006) or their agents.These include but are not limited to central government departments and their agencies, Non-Departmental Public Bodies (NDPBs), NHS bodies (including; acute trusts, ambulance trusts, primary care trusts, care trusts, NHS hospital trusts, strategic health authorities, mental health trusts, special health authorities), Local Authorities (as defined in Regulation 3 (2) to (5) of the Public Contracts Regulations 2006 ('the Regulations'),Police Authorities (as defined by Regulation 3 (1) (j) to (p) of the Regulations), Emergency Services, Educational Establishment (including Schools, Universities, Academies, Colleges of Further Education) and Registered Social Landlords who have a need to purchase these services. CPC appointed Dukefield Limited to undertake this procurement on behalf of CPC and its members and they will provide on-going strategic contract management of the framework.The framework lots are as follows:Lot 1: Graphic Art Supplies.Lot 2: Art & Craft Paper.Lot 3: Fabrics and Fabric Design.Lot 4: Modelling and Crafts.Lot 5: Arts, Crafts Supplies One Stop Shop (ACSOSS).This lot is comprised of the only supplier to have been awarded to all the tendered framework Lots 1, 2, 3, and 4.Suppliers awarded to framework agreement lots are required to offer ‘catalogue pricing' to the end user, catalogues may be paper based and/or online ‘e-catalogue' based. Suppliers awarded onto the framework are required to offer a standard price list, process and delivery of orders to end users, and to invoice end users in an efficient and timely manner.The catalogue pricing is fixed for a period of no less than 1 year and thereafter will be managed by CPC and or the contract manager in accordance with the terms of the framework.
