A Service Provider is required to provide support to the project management and co-ordination of evidence and data required to consider and evaluate due diligence on the financial forecasts as required in the compliance with public expenditure as part of the Scottish Public Finance Manual (“SPFM”). They will be required to summarise the options available and provide a conclusion to support officials to produce advice and recommendations for Ministers. Detailed review of a Company’s base case financial forecasts to include: - Comment on the robustness of the key assumptions underpinning the Forecasts; - Review of forecasting accuracy with specific comment on the underlying drivers of material cost increases since the previous forecast in March 2022 (note: may not be possible based on information available – to confirm Week 1); - Comment on any risks - Assessment of the impact of the above, any other sensitivities and potential upsides on the Forecasts. - Comment on the potential range of cost outcomes following the sensitivity analysis.
