Framework for the Provision of Public Analyst and Other Analytical Services

Pembrokeshire County Council (the “Council”) are acting as the lead authority in terms of this framework arrangement on behalf of the Welsh Purchasing Consortium (WPC). Consequently all documentation will be issued by and must be returned to them. The Framework Agreement will enable the nineteen Local Authorities, together with any other specified Employers to appoint an analyst under the terms of this agreement. The scoping exercise used to gauge the level of interest amongst WPC members resulted in 16 Authorities stating that they were ‘interested’ in participating in this framework. These were Blaenau Gwent, Caerphilly, Cardiff, Carmarthenshire, Ceredigion, Denbighshire, Flintshire, Monmouthshire, Neath Port Talbot, Newport, Pembrokeshire, Powys, Rhondda Cynon Taf, Swansea, Torfaen and Wrexham. The remaining three Authorities stated that they were not interested in participating. Please note though that this is a Framework agreement with no guarantee of business.The Framework will be awarded in three separate lots. Participating Authorities reserve the right to appoint more than one public analyst if so required but will do so outside the terms of this framework. Additional analysts will normally be appointed to provide a back up service, should the main analyst not be able to meet specific requirements.
