This Contract Notice has been issued by the authority, SGN Commercial Services Limited (SGN), in connection with a competitive procurement event conducted in accordance with the Negotiated Procedure under the Utilities Contracts Regulations 2016.This Contract Notice sets out the information which is required by the authority in order to assess the suitability of potential Applicants in terms of their technical knowledge, experience and financial standing to meet the requirement.SGN working in partnership with Mutual Energy Ltd, the High Pressure (HP) transportation licence holder for the ‘Gas to the West’ (GttW), are planning to construct a 78km HP steel pipeline with seven associated Above Ground Installations (AGI's) including four Pressure Reduction Stations (PRS's) facilitating the supply of natural gas to the city gates of Dungannon, Cookstown, Magherafelt, Omagh, Enniskillen and Derrylin. In addition, an extension of the Intermediate pressure network, (up to and including 7 bar pressure), will also be executed to supply the towns of Dungannon, Coalisland, Magherafelt, Cookstown, Omagh, Enniskillen and Derrylin involving, in the region of, approximately 103 km of HDPE pipe.Construction is expected to commence June 2017 and be completed during the final quarter of 2018. Final reinstatement will continue through the first half 2019. All works will be in accordance with Gas Industry, Institution of Gas Engineers and Managers (IGEM) standards, SGN and Transco specifications. Following GttW project completion, works shall include the establishment of the gas distribution network.In order to assist with the project delivery and subsequent network distribution establishment, this contract notice is issued to highlight the design services that may be required, in order to support the SGN Project management team.The Scope required by the eventual framework, shall be applicable across the Northern Ireland Gas to the West project and Scotia Gas Networks plc operating areas of Southern Gas Networks and Scotland Gas Networks and shall include but not be limited to all aspects of design across the project or series of projects as follows;The Design Services are split into 4 different lots:Lot 1 — Piping Mechanical Design Services;— General Piping and Mechanical;— Pressure Reduction Station and associated plant;— Block Valves and Bridles;— Pig Trap Compounds and pipework;— System Entry Points;— Multi utility installation schemes;— Provision of CAD (or similar drawings to support SGN initiated works);— Other Design related activities and Services to be defined by the client as required.Lot 2 — Electrical and Instrumentation Design Services:— E&I design across all pressure ranges found within SGN Networks.— Metering equipment including DSEAR survey and development.Lot 3 — Civil Structural Design Services:— Civil and Structural design;— Special crossing designs (below ground by range of techniques, above ground, in deck, suspended, sleeved),— Bridges;— Rivers.— Other structures.Lot 4 — Cathodic Protection Design Services:— Cathodic Protection systems;General Information regarding the Invitation to Tender.Only Qualified applicants shall be invited to participate in the Tender Process.Utilisation of SGN Gas to the West Bespoke conditions, for the provision of design services. An indicative draft agreement is available for collection, with the Pre Qualification Questionnaire on the Gas to the West Project Portal (refer to address details below).The design services shall be provided within a 4 years framework agreement, with an option to extend the term by a period of up to 2 years, at the sole discretion of SGN.The award will be on the basis of the ‘Most Economically Advantageous Tender’ taking into account actual and estimated costs and benefits to us by the application of the following predetermined Award Criteria:Summary award criteria:Qualitative Evaluation: weighting 40 %;Price(s): weighting 60 %;A = (1 — ((TP — LP) / LP)) x MV x 100 — Price/Commercial.+(Q x MQ).— QualitativeWhere:It is anticipated that service requirements are likely to start immediately, for electrical and instrumentation design services, following contract award in March 2017, however this date is subject to change.All parties wishing to take part shall confirm their interest by email to es.procurement@sse.com and refer to the Gas to the West Project Portal at https://sgnnaturalgas.co.uk/gas-to-the-west-supplier-portal and refer to FW912 — PQQ, where a Pre Qualification Questionnaire (PQQ) can be downloaded. The PQQ has instructions for completion and submission shall be on 21.12.2016.Failure to respond by this deadline may result in the candidate not being invited to participate further.
