GB-Scotland: Monitoring Scottish public authorities compliance with the specific duties (extension to database)

EHRC Scotland is the regulator for the public sector equality duty in Scotland. The equality duty consists of a general equality duty, with three aims (set out in section 149 of the Equality Act 2010) and the Scottish specific duties set out in Scottish Regulations. Ahead of the 2013/14 year, EHRC Scotland commissioned a MS Access database in order to capture information on the compliance of circa 250 public authorities.In 2013/14 the Equality and Human Rights Commission carried out a project called Measuring Up? to monitor how well Scottish public authorities had met the Scottish specific duties. The project was heavily reliant on the information extracted from the database, via Excel pivot tables. Details of the information captured on the database are outlined in the second column of the table below, as well as in Appendix 1. The database currently only has functionality to capture information relevant to 30th April 2013.In order to monitor compliance over future reporting cycles, we now want to expand the functionality of the existing database so that it can capture and report upon all relevant information, including progress reports.Full specification can be requested by emailing bill.stevenson@equalityhumanrights.com.
