Gent Fire Alarm Systems [Maintenance of]

The successful maintenance contractor will be expected to test and maintain the fire alarm systems on behalf of Cwm Taf University Health Board for the properties in accordance with the following standards.Health Technical Memorandum (HTM) – Fire Code DocumentationHTM 05-03 – Operational Provisions Part B – Fire Detection & Alarm SystemsHTM 05-03 – Operational Provisions Part H – Reducing Unwanted Fire Signals in Healthcare PremisesThe Regulatory Reform Order (R.R.O) – 2005BS 5839 – 2017 , Fire Detection and Fire Alarm SystemsBS 7273 – (Parts 1 – 4) – Operation of Fire Safety ProvisionsThe successful maintenance contractor must also adhere to and the following Cwm Taf University Health Board policies/proceduresCwm Taf University Health Board - Fire PolicyCwm Taf University Health Board - Control of Contractors PolicyCwm Taf University Health Board - Estates Department - Control of Contractors ProcedureCwm Taf University Health Board - Mandatory Code of Conduct for ContractorsContractor Requirements:Where the system/s do not meet these current standards, or there are any issues that affect the safety or efficiency of the system in line with BS5839 – clause 46.2, the maintenance contractor must inform the DP or any other nominated delegates who are responsible for that site of any deficiencies. It will then be the responsibility of Cwm Taf University Health Board / DP or nominated delegates to arrange upgrades if considered necessary.If the system cannot be maintained due to obsolete parts it will be the maintenance contractor’s responsibility (at their own cost) to replace with suitable alternative parts to ensure the system remains serviceable and functional. The maintenance contractor will have to inform the DP or nominated delegates of the proposed alternative part/s and advise on their suitability prior to them being installed so that an informed decision can be made between the two parties.For all Cwm Taf University Health Board planned upgrades or changes to the system/s the maintenance contractor will be afforded the opportunity to tender for these works. If they are not successful with their tender for a particular scheme/project, they will be expected on completion of the works to witness the commissioning, approve the installation, approve the graphics and accept it into the maintenance contact. Any issues that may present themselves through the course of any scheme/project must be reported directly to the DP, nominated delegate or capital project lead for that particular scheme/project for resolution.The successful maintenance contractor must be registered or accredited toUnited Kingdom Accreditation Service (UKAS)Construction LineThese are deemed as essential for the contractCwm Taf University Health Board has numerous types of fire alarm systems. Therefore the successful maintenance contractor must be a verified integrator of all Cwm Taf University Health Board fire alarm systems, for example Honeywell/Gent requires anyone, whether service engineers or installers who work on their systems to be an accredited Honeywell/Gent systems integrator. It is the responsibility of the maintenance contractor to ensure their engineers or other contractors employed by them who carry out work on the fire alarm systems on their behalf are competent and accredited. They must also be competent and have an excellent understanding of the current standards/guidance below. Required for undertaking - design, installation, commissioning and maintenance of the systems within Cwm Taf University Health Board.This list is not exhaustiveBritish StandardsCodes of PracticeHealthcare Fire Code Suite – HTM 05The use of sub contractors by the maintenance contractor must first be approved by the Cwm Taf University Health Board – DP or nominated delegate of the site in question where the works/maintenance will be carried out.Cwm Taf University Health Board – DP or nominated delegate will be presented with certificates of competency/accreditation and training records of any sub contractors/persons used by the main contractor including 3rd parties prior to the contract commencing or before any work on any systems whether it be design, installation, commissioning or maintenance where it is deemed necessary to use a 3rd party or other persons.The successfully appointed maintenance contractor must provide the following evidence to the H.O.E for all his staff or sub contractors. This list is not exhaustive to:•Up to date Disclosure and Barring Service (DBS) checks•Asbestos Awareness Training•Honeywell/Gent systems Integrator training•Or any other fire detection/fire alarm system trainingCwm Taf University Health Board also reserve the right to ask for and request other evidence/accreditation if deemed necessary.With regard to asbestos and particular Prince Charles Hospital – Merthyr Block, there is a Safe System of Work (SSOW) in place for work above ceilings. This requires that the relevant staff have been checked for correct face fit masks. Copies of these certificates must also be provided to the DP, H.O.E, Asbestos Manager or nominated delegated Estates Officer.For all Cwm Taf University Health Board premises where there is asbestos present, registers are available from the Asbestos Manager or relevant Estates Officer responsible for that site. Registers are also present on each site or in some instances a group of sites can be filed at one location where the estates maintenance team is based. This can be discussed and locations listed by the successful maintenance contractor at the pre contract start meeting.Training:The successful maintenance contractor will be expected to provide training free of charge each year for in-house estates staff as identified by Cwm Taf University Health Board – H.O.E or nominated delegate. Where possible this training should be a Continuous Professional Development (CPD) accredited course and should be aimed at a competent person’s level as a minimum.Typical Training required:Legislative requirements/updates for the provision and maintenance of fire alarm systemsUser responsibilitiesFamiliarization of systems that Cwm Taf University Health Board have in placeFamiliarization of any new systems or technology that is introduced to Cwm Taf University Health Board propertiesSpecific training for estates staff responsible for the maintenance of the fire alarm systemsThis list is not exhaustive and where necessary any other fire alarm training identified other than the above is to be provided at a cost to be agreed. Where practicable all training should be delivered on Cwm Taf University Health Board sites.6System Design:The successful maintenance contractor will be required in the planning stage of any design, to consult with Cwm Taf University Health Board representatives at the earliest possible stage to ensure the operational requirements for the system/s are maintained, taking into account the overall fire strategy and its specific evacuation procedures.Please see the specification document for further details.NOTE: The authority is using eTenderwales to carry out this procurement process.
