GIFT Floating Support ProjectIMPORTANT NOTE: DENBIGHSHIRE COUNTY COUNCIL RESERVES THE RIGHT TO WITHDRAW THIS CONTRACT NOTICE AT ANY TIME PRIOR TO FORMAL NOTIFICATION OF THE AWARD OF THE CONTRACT.Project Outline: This is a floating support project for people who have presented as homeless or potentially homeless to Denbighshire’s Homelessness and Allocations Team. Support will be allocated according to need and without regard to type of tenure or to statutory homeless considerations including (but not limited to) intentionality and local connection.The project will be delivered as four separate but linked support services as detailed below:LOT A (Option One): GIFT Families. This is a low intensity service providing a minimum total of 49 hours of support per week to between 16 and 28 people with dependant children.LOT B (Option One): GIFT Over 25s. This is a medium intensity service providing a minimum total of 112 hours of support per week to between 17 and 32 people aged over 25 without dependant children.LOT C (Option One): GIFT Young People. This is a low intensity service providing a minimum total of 49 hours of support per week to between 16 and 28 people aged between 16 and 25 without dependant children.LOT D (Option One): GIFT High. This is a high intensity service providing a minimum total of 77 hours of support per week (plus a 24 hour on-call service) to between 7 and 9 people with particularly high level support needs, irrespective of their age or dependent children. This will include people who cannot otherwise access support because they pose a high level of risk and need intensive support to maintain accommodation.These services will be linked by common project aims and outcomes and will operate a single shared referrals and allocations process.Referrals: All referrals for the GIFT project will be coordinated and allocated by the DCC SP Coordinator. Referrals will be accepted from: DCC Homeless and Allocations Team, SOVA Canolfan Dewi Sant Centre and other statutory and voluntary agencies as deemed appropriate by the DCC SP Coordinator.Duration: The GIFT Support Project contract is for three years to July 2013Location: DenbighshireNumber of Service Users (Option One): 56-97 service users to be supported through four separate servicesEligible Service User Group(s): The project as a whole will provide support to all Welsh Assembly Government Supporting People service user groups.Minimum hours (Option One): The support provider will deliver a minimum of 287 service hours per week, 52 weeks a year.Maximum Contract Price (Option One): £719,253 total for the full term of the contract (£239,751 per annum)The contract is to be divided into four separate lots:LOT A (Option One): GIFT Families = 35,402 per annumLOT B (Option One): GIFT Over 25s = 103,437 per annumLOT C (Option One): GIFT Young People = 35,402 per annumLOT D (Option One): GIFT High = 65,510 per annumNB: Denbighshire County Council is seeking to secure further funding for this contract. If successful, the specification of the project will vary as below:LOT A (Option Two): GIFT Families - £39,827 per annum, 52.5 hours per week, 18-30 service usersLOT B (Option Two): GIFT Over 25s - £109,522 per annum, 122.5 hours per week, 18-34 service usersLOT C (Option Two): GIFT Young People - £39,827 per annum, 52.5 hours per week, 18-30 service usersLOT D (Option Two): GIFT High - £74,868 per annum, 87.5 hours per week, 8-10 service usersGIFT PROJECT TOTAL (Option Two) - £792,132 (£264,044 per annum)NOTES RE SUBMISSIONS:When submitting a tender bid for the GIFT Floating Support Project, please ensure that price and budget details are included for both Option One and Option Two Please specify whether your organisation is bidding to provide Lot A, B, C or D individually or all four Lots together or any other combination of the four Lots.Please indicate whether discounts are available dependent on the number of Lots awarded, e.g. if the resulting total contract price exceeds £200,000; £300,000; £400,000 etc.
