Leicestershire County Council (LCC) is replacing its GIS architecture. The current position is that GIS data is stored in MapInfo file format on file and print servers. GIS users create and edit MapInfo files on their local file and print servers, the data is published (usually nightly) on to a central file and print server where it is accessible to the wider authority. Some data is produced and consumed by systems procured to fit in with this architectural landscape. The Council find the current set up restrictive and non-performant. Options have been evaluated and a decision has been made to move to an open source database and webserver stack (PostgreSQL / PostGIS, GeoServer), hosted on premise, and QGIS as the main GIS desktop application. A GIS Partner is required to design, build and provide 3rd line support for the architecture stack (including QGIS) and provide help and guidance with the deployment of QGIS to approximately 160 GIS users to ease the transition.
