Glasgow Alcohol and Drug Recovery Hub.

In January 2016, Glasgow City Council intends to invite tender bids for the provision of community based alcohol and drug recovery services. Services will be required to meet the needs of our culturally diverse city and actively promote the service while also overcoming any barriers to engage. The council intends to award 3 service delivery lots to 1 or more providers.The service delivery lots for this tender are as follows:Lot 1 — North East Glasgow Alcohol and Drug Recovery Hub;Lot 2 — North West Glasgow Alcohol and Drug Recovery Hub;Lot 3 — South Glasgow Alcohol and Drug Recovery Hub.The Alcohol and Drug Recovery Hub (Recovery Hub) shall play a key role in the recovery orientated system of care in Glasgow for individuals with alcohol or drug misuse issues. The services shall provide recovery support to a range of service user groups and work in close partnership with both the statutory Health and Social Care Partnership Addiction Service and peer-led recovery communities across the city.Recovery Hubs will be expected to work closely with individuals throughout their recovery journey, and from an early stage, ensuring they are adequately assessed and provided with appropriate recovery programmes including psycho social interventions, housing support, family and pregnancy/parenting support, health improvement interventions, education, training, volunteering, and employment opportunities. Recovery Hubs must operate recovery-orientated practice and deliver evidence-based interventions, directly and in partnership with the formal care and treatment provision, along with a range of other providers.Recovery Hubs will deliver support to individuals with alcohol and drug use including new psychoactive substances within an integrated service delivery model within each of the 3 areas across Glasgow. Recovery Hubs will be locally based providing an accessible service with clear access points and increased availability across evening and weekends. In addition Recovery Hubs will explore ways of responding to needs and gaps in provision, in collaboration with local recovery communities, Care and Treatment Services and other agencies to facilitate access to a broad range of reintegration and recovery support services beyond existing provision and will lead on certain aspects of the development of recovery communities.Providers can apply for and be appointed to 1 or more of the Service Lots. The appointment of providers will be on the basis of best value (quality and cost) following the tender evaluation and interview stage.The contract shall remain in force for a period of 3 years with the Council having the option to extend for two 2 further years (1 + 1) following both service and strategic review, commencing May 2016 and ending March 2019.
