Grant offer to undertake the formation of new Cwmni Tref Caergybi

CONTEXTHolyhead town centre has suffered for many years from a problem of vacant and run-down premises. Whilst many private premises have been improved with grant aid, this has not been sufficient to solve the problem. The success of Cwmni Tref Caernarfon (now called Galeri) in buying, refurbishing and letting many town centre premises is seen as a good model to follow in Holyhead in order to address the ongoing problem in the town centre.LEAD BODYA suitable organization is sought to become a lead body for the establishment of a similar initiative for Holyhead, with a primary focus on the town centre. This lead body would:-•Consult with the public, WAG and IoACC on forming a new “Cwmni Tref”•Invite and select Company Directors with relevant skills and experience•Prepare a clear vision for the company•Work with “Wales Co-op” on forming the Company to ensure robust set up•Produce a business plan for the next 5 years for the new “cwmni tref”Applications are therefore sought from eligible organizations who wish to fulfil this role. The organization needs to be a suitably competent not-for-profit or public sector organization. Applications may be from a partnership of more than one organization, but this partnership must have a specific lead entity. The initiative may be delivered by an existing organization, by a new division of an existing organization (e.g. trading arm), or by the creation of a new entity. This would need to be highlighted in the application.FUNDINGIf a suitable lead body is selected, it will be invited to complete a detailed proposal for funding of up to £30,000 from the Anglesey Three Towns Programme towards the costs highlighted in the application. This could potentially include company formation, business planning, property surveys, professional fees, and the employment of a project officer / administrator / specialist advisor. The funding would need to be spend in 2011 / 2012.OUTPUTSThe expected output is the establishment of an active “cwmni tref” initiative for Holyhead that has strong local support, a well prepared business plan, and suitably experienced and qualified directors. The business plan should show how the organization will become self-funding and not reliant on ongoing grants.ADDITIONAL FUNDING, ASSETS AND GRANTSThe new “cwmni tref” would be responsible for applying for any further funding, asset transfers, or capital grants, in order to implement their business plan. Additional funding to take forward the initiative may be available from WAG via the Mon a Menai Programme. There is a possibility of public sector property asset transfer to support this initiative, but this cannot be confirmed at this stage.
