Greater Manchester Combined Authority (GMCA) Individual Placement and Support in Primary Care (IPSPC) Initiative.GMCA have been granted funding from the Department for Work & Pensions (DWP) to procure an Activity Delivery Partner (ADP) to deliver the Individual Placement and Support in Primary Care initiative to Greater Manchester residents with a physical and/or mental health disability (as defined by the Equality Act 2010). The initiative builds on the core principles and the fidelity scale adopted by the established Individual Placement Support (IPS) model, as well as learning from Health Led Trials (HLT), and will be delivered in primary and community NHS services across GM. The objective is to provide up to 12 months of support to out-of-work participants (around 75%) and 4 months of support to in-work participants, working in partnership with participants and employers to deliver person-centred, responsive support.The successful ADP will be expected to support approximately 1,985 participants between August 2023 and 31st March 2025 (with referrals ending at the end of November 2024) with a contract value of approximately £2-3million. Fair shares of participants from each of the ten GM local authority areas have already been calculated using working age population data and these will be monitored in performance meeting with the ADP. The initiative is subject to two fidelity reviews during the lifetime of the contract and the ADP will be expected to engage with these reviews, as well as work with an externally commissioned evaluation partner in addition to any national evaluation carried out by DWP.GMCA have not yet confirmed the route to market for this activity.
