Green Belt Assessment

The Royal Borough of Windsor, in collaboration with other Berkshire boroughs, invites expressions of interest from qualified consultants to undertake a Joint Green Belt Assessment, in line with national guidance and best practice. The successful consultant will be required to produce a robust study which assesses the contribution that all Green Belt land within the council areas makes to the five Green Belt purposes and inform what land is Grey Belt. The Assessment will form part of the evidence base to support future reviews of strategic planning policies set out in Local Plans and will also support the determination of planning applications. The Joint Green Belt Assessment is anticipated to be conducted in three stages, starting with the development of comprehensive methodology (Stage 1), then a high-level assessment of all Green Belt in the council areas, including an assessment of the contribution to Green Belt purposes (Stage 2) and finally a report identifying Grey Belt land (Stage 3). This is not a formal procurement process, but rather an opportunity to explore interest from the market. Interested consultants should submit their expressions of interest by 5pm on 23rd May 2025.
