Ground Stabilisation by insitu cement mixing, Docksway Waste Disposal Site

Newport City Council is about to start work on its final stages of cell construction at its Docksway Waste Disposal Site. The cells are to be formed within the former alignment of the river Ebbw and the coastal flood plain where the ground conditions comprise very soft alluvial soils overlying River Gravels.The stabilisation works are to be designed by the contractor. It is however envisaged that the stabilisation works will include for a process of soil mixing using cement/PFA binder to improve the stiffness/shear strength of the very soft/soft alluvial clay. A performance specification will be produced that the contractor will need to adhere to but in general stabilised/improved sub-grade soils should have an improved shear strength of at least 50kN/m² and a CBR value of at least 15% after a period of 5 days (120 hours). If a soil/cement column system is adopted, the upper surface of any load transfer platform over the columns should have a CBR value of at least 15%.The stabilised/improved soil shall have a maximum permeability of 1 x 10-9 m/s and the mass improved soil or soil mix columns shall demonstrate non-brittle characteristics with a maximum shear strength of 100kN/m2. The depth of soil mixing shall be such to ensure that at least 2m of natural alluvial soil remains beneath the base level of the stabilised/improved soil system.It is for the reasons above that the invitation is restricted to those contractors offering cement stabilisation systems.Expressions of interest to this Speculative Notice must be undertaken by registering your interest on this notice, and by emailing ian.fisher@newport.gov.uk giving details of the proposed stabilisation solution you are able to offer, that meets the above criteria. No pricing or commercial proposal is required at this stage, only information on the technology/solution you could offer.
