This contract is seeking a consultancy or contractor(s) to:r •Support the RCEF Project Officer with the day to day governance and management of the RCEF programme.r •Manage the process for the appraisal of applicationsr •Appraise Stage 1 & Stage 2 applications.r •Implement effective monitoring and accounting systems, ensuring compatibility with funding organisations requirementsr •Collate and manage data and outputs from grant recipients to analyse and report on programme performancer •Manage the appraisal and due diligence of grant applications, make recommendations to the Hub Board Funding Panel and produce monitoring and management reports to ensurer oGrant applications provide the maximum impact from the RCEF, andr oClear audit trails are in place for all decisions made in relation to the RCEF grant scheme from concept to closurer oKey Performance Indicators are metr •Lead on gathering and processing detailed evidence working with the RCEF Project Officer to tight deadlines, identifying any missing information or queries to ensure compliance and robustness under scrutiny.r •Support the on-going development of the assessment criteria used to appraise and monitor grant applicationsr •Support the procurement and manage external advice and technical guidance where appropriater •Work with the RCEF Project Officer on implementation of funding agreementsr •Work closely with the Regional Hub Manager and Finance colleagues to maintain financial forecasts and reporting to the RCEFr •Manage the monitoring and evaluation of projects, ensuring rigorous tracking procedures are in place to monitor, review, and forecast performance against targetsr •Maintain a Strategic Risk Register for the RCEF programme and projects in deliveryr •Work closely with the Hub Data & Information Manager to develop and maintain appropriate systems, policies and procedures and share good practice within the Hub team and put in place necessary procedures to ensure business continuity at all timesr •Provide monthly monitoring reports for the Hub Manager, Hub Board and BEIS.
