To carry out a cost-benefit analysis assessment investigating the benefits to the power system in procuring all reserve system services from zero carbon sources such as Battery Energy Storage and Demand Side Response.The assessment would leverage previously completed work carried out as part of the ’70 by 30’ analysis which examined a variety of scenarios with the Ireland and Northern Ireland power system reaching 70% RES-E by 2030.The assessment would involve quantifying the benefits of procuring all reserve system services from zero carbon technologies instead of the traditional provision from primarily fossil fuel sources. The benefits would be quantified by examining:•Production cost savings;•Carbon emission reductions;•Renewable curtailment avoided;•Increase in RES-E levels.The costs would be quantified by examining the cost of developing, installing and energising the required levels of zero carbon service providers to the Ireland and Northern Ireland power system.The analysis would consider multiple scenarios using representative demand and generation portfolios of the Ireland and Northern Ireland power system. Two main cases should be assessed, and a third interim scenario should also be investigated:1.The base case analysis would assess the production costs, RES-E, CO2 output and % curtailment levels when all reserves are procured from traditional reserve providers (e.g. fossil fuels and hydro generation). 2.The counter point analysis would assess the production costs, RES-E, CO2 output and % curtailment levels when all reserves are procured from zero carbon service providers (e.g. BES and DSM). This analysis could be done by removing the reserve constraints from the production cost optimisation software and assuming the reserve needs of the system are always met by technologies which do not interact with the energy market, e.g. BES and DSM. 3.A third scenario should examine a mix of 50% zero carbon service providers and traditional reserve providers in order
