Gully Cleaning Services 2019 - 2022

Services required by Wigan Council under the proposed term service contract are the cleansing and jetting of gullies and interconnecting drainage systems on unclassified/residential roads located in Wigan Borough. This will initially be for an intended task order comprising of 5 751 gullies in the Atherton, Atherleigh and Tyldesley wards, with the possibility of further work issued via different task orders during the period of the contract. The successful provider must also maintain and develop the Kaarbon Tech Gully Smart software system utilised by Wigan Council during the contract. Wigan Council intends to enter into a term service contract with the successful tenderer for a period of 3 years, during which task orders may be issued for specific gully cleaning work. Task Order 1: comprises the cleaning of 5 751 gullies; Task Order 2: 10 729 gullies; Task Order 3: 16 089 gullies; and Task Order 4: 16 751 gullies. Further detail regarding the location of gullies within the borough is available within the tender documentation. It would be required that Task Order 1 be completed by a desired indicative completion date of 31.10.2019. Task Orders 2, 3 and 4 may be awarded by Wigan Council at its own choosing within the 3 year contract period based on contractor performance and available expenditure. All task orders are priced options and there is no guarantee of services or any value of services and Wigan Council reserves the right to amend the limits of the gully cleaning to ensure that the provision of the services does not exceed available expenditure. Throughout 2017 and 2018 work was carried out to integrate a number of asset datasets for drainage items into one asset list as part of a highway drainage asset mapping exercise. As part of this and subsequent investigations a greater understanding of the condition of our highway drainage assets was obtained. Dedicated software was introduced, provided by KaarbonTech systems, to manage the highway gully and drainage assets and to provide the Authority with central access to the inventory, cleansing information and oversight of the field operations. The successful provider must maintain and develop this software system during the contract. The closing date of Friday 19th July 2019 at 17:00 represents the deadline for the submission of final tender applications.
