Gully cleaning and emptying services. Westminster City Council (the “Contracting Authority”) has procured for itself a public contract (the “Contract”), with a linked framework agreement attached as an additional but secondary and separate component (“Framework Agreement”).The Contracting Authority is a highway authority (with duties as defined in the Highways Act 1980) and is responsible for the majority of the highways (approximately 206 miles of carriageway) within the City of Westminster in London.This procurement is one of six contemporaneous separate procurements completed by the Contracting Authority in respect of highways maintenance and transportation related services and / or works.The work set out in this notice has been categorised as services under Service Category 1, but economic operators will note that the Contract and Framework Agreement contain elements of works. For the absence of doubt, any reference to “services” in relation to this Contract and / or Framework Agreement shall incorporate “works” and be read as “services and / or works”.ContractThe work under this Contract comprises the provision of an integrated service comprising of but not limited to:— The provision of an intelligence-led and integrated Service with activities of reactive and routine maintenance including minor works of highway drainage assets. The service shall include customer service interaction and improvements, communications with all affected by the service, integration with other services where necessary, innovations, service improvements and efficiencies including meeting all legislative requirements,— All reactive and routine maintenance drainage gully cleansing, reactive and routine maintenance linear drainage cleaning, including all footway gullies and slot drainage systems, dig-outs, minor works and appropriate water jetting for all roads managed and maintained by the Contracting Authority,— Regulatory functions, supporting the winter service plan including weather and other emergencies,— To provide, support and maintain systems used by both supplier and client to support the delivery of services as required.All civil engineering related works e.g. deep excavations and upgrading drainage assets are excluded from this Contract.The work will primarily be on the public highway, however, there will also be a requirement to carry out work on non-public highway and other locations.
