[ENGLISH TEXT FOLLOWS BELOW]GWAHODDIAD I GYFLWYNO DYFYNBRIS AR GYFER DARPARU GWASANAETHAU RHEOLI DATBLYGU AWDURDOD PARC CENEDLAETHOL ERYRI21 IONAWR 20221.Dyma wahoddiad i roi dyfynbris am wasanaethau i gyflenwi dros gyfnod mamolaeth Prif Swyddog Cynllunio gydag Awdurdod Parc Cenedlaethol Eryri. Mae cyfnod mamolaeth y swyddog yn cychwyn yn ffurfiol ddiwedd Chwefror a rhagwelir y bydd unrhyw gontractwr penodedig yn gallu dechrau ychydig wythnosau cyn y dyddiad hwn er mwyn cael ‘cyfnod trosglwyddo’ ffurfiol gyda’r swyddog a fydd yn mynd ar famolaeth.2.Bwriedir i’r cytundeb bara am gyfnod cyfan y cyfnod mamolaeth – a all fod tua 9 mis. Fodd bynnag, bydd yn cael ei gomisiynu ar sail cost sefydlog – gyda chost gychwynnol y contract yn dod i £25K. Mae'r cleient yn cadw'r hawl i derfynu'r contract ar unrhyw adeg o fewn y cyfnod hwnnw, gan gynnwys cyn defnyddio cyfanswm cost y gyllideb.3.Bydd y contract yn ymwneud yn bennaf â gwaith rheoli datblygu h.y. penderfynu ar geisiadau cynllunio (adroddiadau dirprwyedig ac adroddiadau pwyllgor yn ogystal ag ymholiadau cyn cyflwyno cais ac apeliadau cynllunio), er y gall gynnwys materion cynllunio eraill o bryd i'w gilydd - megis ymholiadau sydd a wnelo gorfodaeth neu bolisi. Bydd y rhan fwyaf o’r gwaith mewn ardal ddaearyddol benodol o’r Parc Cenedlaethol – sef rhan ddeheuol Parc Cenedlaethol Eryri.4.Oherwydd natur y gwaith rheoli datblygu, ni ellir rhagfynegi union natur na maint y llwyth achosion yn union – a bydd yn amrywio o wythnos i wythnos. Fodd bynnag, ar gyfartaledd, rhagwelir y bydd y contractwr yn delio â thua 15 o geisiadau cynllunio y mis (er y gallai hyn amrywio).5.Bydd technegwyr yr Awdurdod yn ymgymryd â llawer o'r cymorth gweinyddol, gan gynnwys dilysu ceisiadau cynllunio. Bydd yr holl adroddiadau a gynhyrchir yn cael eu gwirio a'u cymeradwyo naill ai gan y Prif Swyddog Cynllunio Dros Dro neu'r Rheolwr Cynllunio. Bydd y technegwyr yn gallu dechrau ar y gwaith dilysu ac ymgynghori cychwynnol, a bydd ffeil electronig o ddogfennau allweddol yn cael ei darparu ar gyfer pob achos. Bydd hyn yn cynnwys crynodeb o'r hanes cynllunio. Pe bai'r contractwr yn ystyried archwilio hanes cynllunio ymhellach, gall holi ynghylch y rhain yn swyddfeydd yr Awdurdod neu ofyn i'r technegydd e-bostio dogfennau penodol yn uniongyrchol. Unwaith y bydd y cyfnod ymgynghori statudol yn mynd rhagddo, bydd ymatebion i'r ymgynghoriad yn cael eu e-bostio at y contractwr.6.Rydym yn rhagweld bydd angen ymweliadau safle i’r mwyafrif o ceisiadau – ond mae rywfaint o hyblygrwydd yma os mae’n bosib penderfynu’r cais wrth ddefnyddio cynlluniau, mapiau, lluniau, Google Street View, a bosib ymwybyddiaeth lleol swuddogion cynllunio eraill (nid yw’n bosib wrth gwrs cadarnhau bydd mynediad at swyddogion o hyd chwaith).7.Disgwylir i'r contractwr benderfynu ar y ceisiadau o fewn y cyfnod penderfynu statudol, oni bai y cytunir yn wahanol yn ysgrifenedig gyda'r ymgeisydd.8.I grynhoi, bydd disgwyl yn fras i’r contractwr gyflawni’r tasgau canlynol:a. Derbyn llwyth achosion ceisiadau yn electronig a gwneud unrhyw ymweliadau safle angenrheidiol. Efallai na fydd angen ymweld ag achos bob tro – a mater i'r contractwr fydd penderfynu a fydd penderfyniad o bell yn ddigon ar gyfer rhai achosion;b. Sicrhau ei fod ef / hi yn fodlon gyda'r rhestr ymgyngoreion yn dilyn dilysu – a gofyn am ymgynghoriad pellach yn ôl yr angen.c. Gwiriadau AEA / ARhC (bydd yr ecolegydd yn cynghori yn ystod y cyfnod ymgynghori)ch. Protocol rhywogaethau a warchodir (bydd yn cael ei wneud ar y cam dilysu)d. Mater i'r contractwr fydd a yw'n dymuno gwneud cais am unrhyw ddiwygiadau neu wybodaeth ychwanegol – naill ai ar ddechrau'r cyfnod prosesu cais neu ar ddiwedd yr ymgynghoriad 3 wythnos ;dd. Ar ddiwedd y cyfnod ymgynghori, bydd y contractwr yn drafftio'r adroddiad dirprwyedig neu'r pwyllgor cynllunio ynghyd â'r argymhelliad ac unrhyw amodau cynllunio angenrheidiol.e. Bydd y rhain yn cael eu hanfon at y Prif Swyddog Cynllunio Dros Dro /Rheolwr Cynllunio / Cyfarwyddwr Cynllunio a Rheoli Tir i'w cymeradwyo a'u hawdurdodi.f. Bydd yr adroddiad yn cael ei anfon yn ôl i'w gwblhau os bydd angen unrhyw newidiadau ;ff. The maternity leave of the officer formally commences in late February and it is anticipated that any appointed contractor will be able to start a few weeks prior to this date in order to have a formal ‘hand over period’ with the officer who will be going on maternity.2.It is intended that the contract lasts for the entire period of the maternity cover – which could be approximately 9 months. However, it will be commissioned on a fixed cost basis – with the initial contract cost coming to £25K (exc VAT). The client reserves the right to terminate the contract at any point within that period, including prior to using the total budget cost.3.The contract will primarily involve development management work i.e. the determination of planning applications (both delegated and committee reports as well as pre-application enquiries and planning appeals), although may periodically contain other planning issues – such as enforcement or policy queries. Most of the work will be in a specified geographic area of the National Park – namely the southern part of Snowdonia National Park.4.Due to the nature of development management work, the exact nature or volume of the case load cannot exactly be predicted – and will vary from week to week. However, on average it is anticipated that the contractor will deal with about 15 planning applications per month (although this could vary).5.The Authority’s technicians will undertake much of the administration support, including the validation of planning applications. All reports produced will be checked and signed off by either the Acting Principal Planning Officer or the Planning Manager. The technicians will be able to commence validation and initial consultation, and an electronic file of key documents will be provided for each case. This will include a summary of the planning history. Should the contractor consider further exploration of planning history, he / she can interrogate these at the Authority’s offices or request the technician to email particular documents directly. Once the statutory consultation period is underway, consultation responses will be emailed on to the contractor.6.It is anticipated that site visits will be required for most of the applications – although there is flexibility on this if it is believed the case can be determined by use of plans, maps, photos, Google Street View, and possibly local knowledge of other planning officers (although it is not guaranteed that access to the local knowledge of others will always be available).7.The contractor is expected to determine the applications within the statutory determination period, unless otherwise agreed in writing with the applicant.8.In summary, the contractor will broadly be expected to undertake the following tasks:a. Receive application case load electronically and make any necessary site visits. It may not be necessary to visit a case every time – and this will be down to the contractor to determine whether a remote determination will be sufficient with certain cases;b. Ensure that he / she is satisfied with the consultee list following validation – and request further consultation as necessary.c. EIA / HRA checks (ecologist will advise during consultation period)d. Protected species protocol (will be done at validation stage)e. It will be up to the contractor whether he wishes to request any amendments or additional information – either at the outset of the application processing period or at the end of the 3 week consultation;f. At the end of the consultation period, the contractor will draft the delegated or planning committee report, along with the recommendation and any necessary planning conditions.g. These will be sent to the Acting Principal Planning Officer/Planning Manager / Director of Planning & Land Management for approval and sign off.h. The report will be sent back for completion should any required amendments be necessary;i.
