Mae Caernarfon yn gyrchfan dwristiaeth eiconig o bwys cenedlaethol a rhyngwladol, ac mae Castell Caernarfon yn rhan o Safle Treftadaeth y Byd UNESCO. Mae gan y dref yr asedau hanesyddol, diwylliannol a naturiol gorau yng Nghymru. Mae'r dref wedi gweld dull newydd o fynd ati i adfywio sy'n cynnwys cydweithio â phartneriaid allweddol o fewn y dref, gan adeiladu ar sail cryfderau diamheuol yr ardal. Mae Cyrchfan Denu Twristiaeth – Menter Glannau Caernarfon yn rhaglen sy'n buddsoddi gwerth miliynau o bunnau mewn twristiaeth eiconig dan arweiniad Croeso Cymru, sy'n cefnogi 13 prosiect strategol sydd wedi'u blaenoriaethu'n rhanbarthol a fydd yn gwella ansawdd cyrchfannau yng Nghymru a'r canfyddiad sydd ohonynt. Mae'r cynllun wedi ei ariannu'r rhannol gan y Gronfa Ddatblygu Ranbarthol Ewropeaidd drwy Lywodraeth Cymru. Y buddiolwr arweiniol yw Cyngor Gwynedd, ac mae'r partneriaid yn cynnwys Galeri, Ymddiriedolaeth Harbwr Caernarfon, Rheilffordd Eryri a Cadw (Castell Caernarfon). Bydd y partneriaid yma’n ffurfio gweithgor Mynediad a Chysylltiadau i weithredu’r comisiwn. Dechreuodd prosiect Caernarfon yn Ebrill 2017, ac roedd yn cynnwys pump o elfennau gwahanol:- Terfynfa Rheilffordd Eryri – datblygu cyfleusterau gorsaf / terfynfa newydd i Reilffordd Eryri.- Galeri 2 – sinema dwy sgrin newydd a gwella gofod creadigol sefydlog Galeri.- Cei Llechi – Safle Ynys – ailddatblygu safle segur, gyda'r bwriad o greu 19 o unedau busnes i grefftwyr a thri llety gwyliau.- Prosiect Porth y Brenin y Castell – Cynyddu a gwella hygyrchedd rhannau o'r castell, gwella cyfleusterau i ymwelwyr (toiledau, gofod manwerthu a chaffi newydd) a gwella'r ardal ddehongli.- Mynediad a Chysylltiadau – Buddsoddiad mewn datblygu isadeiledd er mwyn gwella'r cyswllt rhwng prosiectau'r Glannau a chanol y dref, gan olygu y bydd datblygiadau blaenorol (Mynediad a Chysylltiadau Cam 1) a datblygiadau sy'n parhau yn creu cyrchfan integredig a chydlynol. Cwblhawyd rhan gyntaf y prosiect Mynediad a Chysylltiadau yn gynnar yn 2017. Bydd y comisiwn hwn yn gweld gwaith y cyfnod cyntaf yn cael ei gwblhau, ac yn sicrhau bod y buddsoddiadau cyfalaf diweddar yn integreiddio â'r amgylchedd a'r hyn sydd o'i gwmpas. Wrth fod y Castell a'i berimedrau allanol yn Safle Treftadaeth y Byd / Henebion Cofrestredig a’n adeilad rhestredig Gradd 1, bydd y maes gwaith yn ddarostyngedig i Asesiadau Effaith Treftadaeth a chaniatâd Cadw. Bydd rhaid ymgysylltu’n cynnar a derbyn cyngor cynllunio ymlaen llaw gan Cadw / awdurdod cynllunio i sicrhau cydsyniad Cadw bod y cynlluniau yn gwarchod y nodweddion hynny yr ystyrir eu bod yn cyfleu Gwerth Cyffredinol Eithriadol.Mae Cyngor Gwynedd yn edrych i benodi Cynllunwyr neu Ymgynghorwyr Trefol profiadol sydd â chymhwysedd priodol i ymgymryd â'r gwaith a amlinellir yn y briff hwn.Rhagwelir y bydd gwaith yn:• Cwblhau'r gwaith Mynediad a Chysylltiadau cam 1 cychwynnol yr ymgymerwyd ag o yn 2017 ar gylchfan Ffordd Santes Helen ac Allt y Castell;• Sicrhau bod y gofodau cyhoeddus rhwng yr holl brosiectau cyfalaf adfywio yn cydgysylltu ac yn darparu amgylchfyd deniadol a chydlynol rhwng y glannau a chanol y dref;• Sicrhau bod digon o arwyddion priodol i'r holl ddefnyddwyr ddod o hyd i'r ffordd o amgylch yr ardal yn rhwydd a diogel; Darparu datrysiadau realistig i gysylltu llwybrau beicio Lôn Las Menai a Lôn Eifion, a fydd yn golygu creu cysylltiad trwy ardal greiddiol y gwaith hwn.Bydd pedwar cam cydberthynol i'r comisiwn hwn: -Cam 1 – Gweithio mewn partneriaeth â'r gweithgor Mynediad a Chysylltiadau i gytuno ar y briff llawn ar gyfer y gwaith.Cam 2 – Datblygu opsiynau i wella'r Mynediad a Chysylltiadau o fewn ardal y cynllun, a datblygu datrysiadau i gysylltu Lôn Las Menai a Lôn Las Eifion. Rhaid i'r gwaith hwn ystyried mynediad, cysylltiadau a llif yr holl gerbydau, beicwyr a cherddwyr o fewn yr ardal. Disgwylir y bydd y gwaith yn cynhyrchu cyfres o ddewisiadau, datrysiadau a chynlluniau fydd yn gwella profiad ac yn sicrhau diogelwch a mwyniant defnyddwyr o fewn ardal y Glannau.Cam 3 – Cyflwyno'r dewisiadau sydd wedi'u costio i'r gweithgor Mynediad a Chysylltiadau ac ymgymryd ag ymarfer blaenoriaethu o'r gyfres o ddewisiadau gyda'r aelodau.Cam 4 –Symud lleiafswm o dri phrosiect a flaenoriaethwyd ymlaen i'r cam dylunio manwl.Bydd gofyn i'r tendrwr darparu'r holl wasanaethau Rheoli Prosiect sydd eu hangen i oruchwylio gwaith adeiladu Mynediad a Chysylltiadau Cam 2 (cyfanswm o £225,000).Caernarfon is an iconic tourist destination of national and international standing, and Caernarfon Castle and its town walls form part of a UNESCO designated World Heritage site. The town has some of the best heritage, cultural and natural assets in Wales. The town has seen a new approach to regeneration which has seen collaboration with key partners in the town which builds on the area’s undoubted strengths. The Tourism Attractor Destination (TAD) – Caernarfon Waterfront Initiative programme is a multi-million pound iconic tourism investment project led by Visit Wales, which supports 13 strategic regional priority projects that will raise the quality and perception of destinations in Wales. the scheme has been part-funded by the European Regional Development Fund through the Welsh Government. The lead beneficiary is Gwynedd Council and partners include Galeri, Caernarfon Harbour Trust, Welsh Highland Railway and Cadw (Caernarfon Castle), whom will form an Access & Linkages working group to oversee the development of this commission. The Caernarfon project began in April 2017 and comprised of 5 different elements;- Welsh Highland Railway Terminus – development of a new station / terminus facilities for the Welsh Highland Railway.- Galeri 2 – a new 2 screen cinema and enhancement of Galeri’s established creative space.- Cei Llechi – Island Site – the redevelopment of a derelict site, which plans to bring 19 artisan business units and 3 holiday accommodation into use.- Castle King’s Gate project– Increased and improved accessibility to parts of the castle, enhanced visitor facilities (toilets, retail space & new café) & improved interpretation area.- Access & Linkages – Investment in the development of infrastructure to enhance the links between the Waterfront projects and town centre, which will result in previous (1st phase Access & Linkages) and on-going developments being an integrated and cohesive destination. The first part of the Access & Linkages project was completed in early 2017. This commission will seek to complete the first phase work and ensure that the recent capital investments intergrate with the environment and its surroundings. As the Castle and external perimeters are a World Heritage Site / Schedule Monument and Grade 1 listed structure, the area of works will be subject to Heritage Impact Assessments and consents from Cadw. Early engagement and pre-planning advice must be sought from Cadw / planning authority that the proposals will not have a detrimental impact on the attributes that are seen to convey Universal Outstanding Value.Gwynedd Council seek to appoint suitably qualified and experienced Urban Planners / Landscape Architechts or Consultants to undertake the work outlined in this brief.It is envisaged that the work will :• Complete the initial phase 1 Access & Linkages undertaken in 2017 on the St Helen’s Rd roundabout and Castle Hill.• Ensure that the public spaces between all of recent capital regeneration projects interlink and provide an attractive and coherent environment from the waterfront to the town centre;• Ensure adequate and appropriate signage and identifying any necessary measures required for all users to navigate safely and easily around the area;• Provide realistic solutions to connect Lôn Las Menai and Lôn Eifion cycle routes through the core area of this work;There will be four interrelated phases to this commission; -Phase 1 – Work in partnership with the Access & Linkages working group to agree on the full brief for the work.Phase 2 – Develop options to improve the Access & Linkages within the plan area, and develop solutions to link Lôn Las Menai and Lôn Las Eifion. This work must take into consideration access, linkages, the flow of all vehicles, cyclists and pedestrians within the area. It is expected that the work will produce a series of options, solutions and schemes that will improve the experience and ensure the safety and enjoyment of users within the Waterfront area.Phase 3 – Present the costed options to the Access & Linkages working group and undertake a prioritisation exercise of the suite of option with the members.Phase 4 – Progress a minimum of three prioritised projects to detailed design stage.The Tenderer is asked to provide all Project Management services required to oversee second phase Access & Linkages construction work (total £225,000).It is expected that the successful Tenderer will demonstrate a comprehensive understanding of the Access & Linkages project and the wider Caernarfon Waterfront Initiative plan, and work with the Access & Linkages group to consider these at each stage of the commission.NOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=92304.The buyer has indicated that it will accept electronic responses to this notice via the Postbox facility.
