The opportunity is live, the closing date and time has been extended until 12 Noon Wednesday 21 November 2018.Caerphilly County Borough Council is the lead Authority on behalf of Public Services Board (PSB) partners across Gwent to jointly appoint a suitably qualified consultant to look at the feasibility of installing electric vehicle (EV) charging points across the region.The aim of the study is to have a regional approach for electric vehicle charge point infrastructure across Gwent, for local authorities and PSB partner organisations, in the most cost effective way. Full details can be found within the ITT.This feasibility study will look at specific sites across the region owned by PSB partners and which meet the criteria for the Energy Savings Trust’s (EST) On-street residential charge point scheme and Workplace charge point scheme, funded by the Office for Low Emission Vehicles (OLEV). We also welcome recommendations on additional sites that could be strategically important for national road networks, linking to Welsh Government funding streams.Any proposals must take into account of other EV infrastructure developments such as Welsh Government, National grid, private sector activists in the area together with awareness of government policies arising, to help future proof considerations.The Gwent region will include the following local authority areas and PSB Partner sites:Caerphilly County BoroughTorfaen County BoroughMonmouthshire CountyNewport City CouncilBlaenau Gwent County BoroughNatural Resources WalesAneurin Bevan University Health BoardGwent PoliceSouth Wales Fire & RescueThe procurement process for this arrangement will follow a two-stage, Open Procedure. Candidates will be required to pass the selection stage response before the specification response will be considered.Stage One - Selection StageThis stage consists of pass / fail questions that must be completed in full. Failure to complete will result in the submission being rejected. Candidates are required to pass all pass / fail questions to proceed to the specification response stage. Any organisations receiving a “Fail” will be eliminated from the process at this stage (Selection Stage).Stage Two - Award StageAll Organisations that successfully pass all elements of the selection stage will progress on to the Award Stage.
