South Cambridgeshire District Council (SCDC) is carrying out a procurement exercise for a new Gypsy, Traveller & Travelling Showpeople’s Accommodation Needs Assessment on behalf of: •Cambridge City Council (Cambridgeshire) •East Cambridgeshire District Council (Cambridgeshire) •Fenland District Council (Cambridgeshire) •Forest Heath District Council (Suffolk) •Huntingdonshire District Council (Cambridgeshire) •Borough Council of King’s Lynn & West Norfolk (Norfolk) •Peterborough City Council (unitary authority) •South Cambridgeshire District Council (Cambridgeshire) •St Edmundsbury District Council (Suffolk) For the purposes of this tender, the needs assessment should be based upon the definitions of Gypsy and Traveller households contained within the Housing Act 2004 and the most recent 2015 National Planning Policy for Traveller Sites. The Study will provide an evidence base to assist the Councils to determine an appropriate level of pitch and plot provision to be sought through the policies and proposals of their Local Plans and to identify the accommodation needs of Gypsies and Travellers to meet the Councils’ obligations under Section 225 of the 2004 Housing Act. SCDC is undertaking this procurement on behalf of the Councils. A Project Steering Group comprising housing and planning officers representing the Councils will oversee the project.
