The Council is carrying out PME in relation to this project. The Council will consider the feedback received to help inform the Council’s options, requirements and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. People with a learning disability often have poorer physical and mental health than other people and may face barriers to accessing health and care to keep them healthy. Too many people with a learning disability are dying earlier than they should, many from things which could have been treated or prevented. The Learning from Lives and Deaths – People with a Learning Disability and Autistic People (LeDeR) programme was set up as a service improvement programme to look at why people are dying and what can be done to change services locally and nationally to improve the health of people with a learning disability and reduce health inequalities. It aims to improve the quality of health and social care services for people with a learning disability and autistic people by learning from their deaths. Reviews are carried out to identify good practice and areas for improvement, with the goal of reducing health inequalities and preventable deaths. Scope of Intended Project The Hertfordshire and West Essex Integrated Care Board (HWEICB) is exploring the market for a provider to deliver a Service for the provision of LeDeR reviews in Hertfordshire in line with the (LeDeR Policy 2021 and subsequent NHS England guidance. Please refer to the PME documentation for full details. Participation or non-participation in the PME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PME shall place any supplier at an advantage in a potential procurement process. Participation in the PME will be at each organisation’s own cost. No expense in responding to this PME will be reimbursed by the Council.
