Evaluation of the Impact of Strategic Research Collaborations The Higher Education Funding Council for Wales (HEFCW) wishes to let a contract for an evaluation of the impact of three strategic research collaborations for which HEFCW funding has recently been completed: the Wales Institute of Cognitive Neuroscience; Wales Institute of Mathematical and Computational Sciences; and Aberystwyth-Bangor Research and Enterprise Partnership. These collaborations involving Welsh universities were established in order to strengthen the standing and international competitiveness of their research in focused areas. The evaluation will assess whether these collaborations have delivered against their planned outcomes; and examine their general contribution to the partner universities and to Welsh Government priorities in respect of higher education, science and innovation. The evaluation will also examine the success of the process aspects of the collaborations, including an assessment of management arrangements and of the plans and processes put in place to ensure sustainability beyond the period of HEFCW funding. This information will be used to identify any lessons and best practice that may be used to inform research collaborations currently funded by HEFCW. HEFCW is looking for a supplier with knowledge and experience of the research agenda in higher education and experience of the evaluation of projects/programmes to undertake this evaluation. The evaluation is expected to be a relatively short piece of work, which should take somewhere in the region of 15 – 25 days to complete and will cover the period from January 2013 until March 2013. A mixture of desk based research and some interviewing will need to be undertaken, with a final report to be completed by the middle of March 2013.
