CONTRACT-9ZJK-UA0ST4The London Borough of Richmond upon Thames is inviting suitably qualified organisations to tender for the provision of a new Help to Live at Home service that is focused on delivering outcomes for people. This new service will ensure that a new person centred approach is undertaken where achievable outcomes are delivered in a cost effective manner.This tender process is being carried out in accordance with the Light Touch Regime as set out in the Public Contracts Regulations 2015 (PCR) as amended, which implements Directive 2014/24/EUSuccessful providers will be able to demonstrate that the services they deliver are innovative and creative, both in terms of direct delivery and the use of community resources.The services will be delivered across the borough in a variety of settings such as people's own homes, in the extra care housing schemes and any other service settings which may be developed during the life of the contract.Rehabilitation Support ServicesThe rehabilitation support is a short term intervention aimed to maximise independence and restore people's confidence to achieve the agreed outcomes. The provider will ensure that the service not only fulfils peoples practical needs but also meets their social and emotional needs too. Therefore, providers will utilise peoples's informal networks and community based organisations to support people, take part in the community activities and encourage support for activities outside their home.Mainstream Home Support ServicesAll the services provided by the Help to Live at Home will promote the Wellbeing principle (as defined in the Care Act 2014) when carrying out any care and support functions in respect of an individual. Help to Live at Home aims to deliver services that prevent, reduce and delay the care and support needs of people and carers.Extra Care ServicesExtra care schemes are both based in Zone 1 (Twickenham and Hampton) and are managed by Richmond Housing Partnership (RHP) which is the Registered Social landlord for both schemes. In the extra care schemes there is a requirement to be 24 hours cover in both schemes and the ability to provide emergency cover for residents of the schemes, some of whom may not be known service users.Each contract is for 6 years at a total estimated value of 25 802 595 GBP in respect of Lot 1 and 17 250 519 GBP in respect of Lot 2. Service in respect of Both lots shall commence from 4.7.2016.Tenders will be evaluated on the basis of quality 40 % and price 60 %. The quality evaluation will be on the basis of initial pass fail selection criteria (as specified in the documents). Subject to meeting the mandatory selection criteria, bidder response will be evaluated on the basis of Lot specific award criteria in the form of method statement responses to be assessed by the council and service users/carers and a presentation to the council. Prices will be evaluated on the basis of the lowest total price submitted for each lot on the basis of indicative volumes set out in the price schedule.
