House of Commons Northern Estate Programme: Programme, Project and Cost Management

Type of procedure: Competitive procedure with negotiation. Appointment of a team to provide combined Programme, Project and Cost Management Services for the House of Commons Northern Estate programme. The required Services are likely to include, but are not limited to, the following: •Programme management; •Project management; •Contract administration; •Cost management; •Change management; •Risk management; •Value management; •Schedule management (including the design programme and construction/refurbishment programme); •Health and Safety and CDM advisory; •Stakeholder management; •Statutory planning and approvals management; •Programme controls and reporting; •Moves management; •Working with other key consultants and/or the Employers internal programme management teams; •Working with multiple stakeholders, many being public sector and within a highly political environment; •Other similar or related services. The successful Applicant must be capable of providing, and co-ordinating the input, of all of the above (and any additional related) Services necessary for delivery of the programme. The House of Commons Department of Facilities is embarking on a programme for the refurbishment and development of the buildings on its Northern Estate. The scope of the programme encapsulates (but is not limited to) Norman Shaw North, Norman Shaw South, 1 Derby Gate and 1 Parliament Street (including Residences). The buildings require refurbishment over a multi-year programme. This is due largely to the age and fragility of the buildings Mechanical and Electrical services, poor environmental performance and fire safety improvement requirements. The buildings are variously listed Grade 1, Grade 2 and Grade 2* and are of special historical significance. The programme will also include works to buildings that may be required for decant, together with a range of enabling works which may or may not be within the immediate curtilage of the Northern Estate. The intention is to appoint a Programme, Project and Cost Management team that will continue for the duration of the programme. The construction/refurbishment works are likely to span a three year period from financial year 2018/19 to 2021/22; the Programme, Project and Cost Management team will be appointed well in advance of commencing these works (the contract will provide for the Employer to terminate it by giving due notice in accordance with the agreed contract). The exact scope, size, duration and phasing for the programme has yet to be defined; however various options, scenarios and outcomes are currently undergoing analysis. Whilst the current options analysis continues to narrow down the range of possibilities, there remains the potential for the appointed team to assist in the final stages of this options appraisal.
