HR Consultant - Recruitment of HR Consultant to review policies and procedures and implement Performance Management process
Descriptions
The HR Consultant will be required to:1.Improve the overall performance of LCCC to an acceptable level for the required standards set out in the LIP SOW.2.Develop and implement a communication and RACI matrix for all stakeholders to ensure that reporting and responsibilities are aligned.3.HR Policies and Procedures. Review key documents (e.g. employee handbook, policies & procedures, job descriptions, employee files, etc.) and engage in consultations with Laois CCC’s Steering Group (the “Steering Group”) (which will be created for overseeing this project). On this basis, the HR Consultant will deliver a report outlining (a) preliminary findings, (b) gaps in existing HR policies and procedures (c) recommendations for strengthening existing HR policies and procedures, and (d) final suggested workplan (the “Workplan”).4.Develop a suitable Performance Management Processa.Provide a draft Performance Management framework and finalise same in collaboration with Laois CC’s HR Committee.b.Tailor associated templates / tools, in line with Laois CC’s strategy and structure.c.Incorporate the implementation of the agreed Performance Management System into the Workplan.5.Implement the Workplana.Recommend the most suitable roll out strategy for the improved HR Policies and Procedures as well as the Performance Management System.b.Obtain sign off from the Steering Group and lead the implementation of the new HR strategy, including the performance management system.c.Guide the operation of, and monitor, the HR strategy for the Term of the contract to ensure (a) compliance from all staff in the organisation and (b) KPIs are being met.d.Provide suitable training to senior management / board members in relation to the operation of the HR strategy and performance management system.e.Provide regular feedback to the Steering Group to include clear and actionable recommendations for the long-term success of the HR strategy.
