The Health Research Board (HRB) is a statutory agency under the aegis of the Department of Health. As the lead agency in Ireland responsible for supporting and funding health research, generating health information and promoting the use of evidence in policy and practice, we are motivated and inspired by our vision – better health through excellent research, data, and evidence. The HRB’s mission is to support research that improves people’s health, promotes evidence-informed care and creates solutions to societal challenges. Structure of the HRBThe HRB is organised into three Directorates: 1)Research Strategy and Funding Directorate2)Health information and Evidence Directorate, and3)Corporate Operations Directorate, The HRB wish to procure the services of an experienced and specialist evaluation organisation to assist us in developing a fit-for-purpose Evaluation Implementation Plan to guide our monitoring and evaluation activities and practices in the years ahead, and to ensure that this supports dual objectives of both learning and accountability. The evaluation expertise services will be for an initial four-month period commencing on the date of appointment. The successful tenderer is expected to deliver a final report to the HRB by the end of 2022, but ideally, before the end of November that addresses the following elements: 1.Guide RSF on the most appropriate models and methods to advance the evaluation of research grants, funding schemes, research fields or scientific disciplines.2.Propose how RSF can enhance the use of ex-ante evaluation to ensure that our programmes are as relevant and coherent as possible from the outset and that metrics for monitoring are explicit, where possible. 3.Propose how RSF can enhance the user of ex-post evaluation to demonstrate the value of our rese
