ClwydAlyn is seeking expressions of interest for the provision of a HR and Payroll System. The system must enable the HR and Payroll functions to interact with each other seamlessly as we require a single solution. We anticipate that we will accept bids from suppliers that can supply the whole solution or either HR or Payroll solution suppliers who propose to work in partnership.ClwydAlyn has a total 750 employees and 12 Board/Committee Members.Our minimum requirements will be:HR requirements•Structural (organisation hierarchy) changes within the system are not complex and time consuming.•Accurately record workforce establishment requirements for all roles, which automatically adjusts whenever a role is filled or becomes vacant.•Job role/position functionality should allow the correct full time equivalent to be reported. Annual leave calculations must be accurate by position.•Reporting functionality must be simple, easy to use and configure. Data extracting must not compromise the source data. Accurate headcount and FTE data is a must.Learning requirements•An open API to link to our Learning Management System (which is provided by Learning Pool) to allow key information to be transferred seamlessly between both systems.•The ability to re-use personal reference numbers for staff who leave and return, in order that learning and training records can be re-attached in the LMS system.Payroll requirements•Full legislative and HMRC compliance•Ability for timesheets to be completed through ESS which can be authorised by and directly uploaded to the payroll.•Capability to automatically calculate holiday pay in line with holiday overtime case law.•Automatically calculates holiday pay for staff with irregular hours, irregular contracts of employment based on hours worked in the reference period.•Ability to apply multiple cost centres to roles for accurate journaling.•Calculate maternity and SSP pay schedulesNOTE: To register your interest in this notice and obtain any additional information please visit the Sell2Wales Web Site at https://www.sell2wales.gov.wales/Search/Search_Switch.aspx?ID=108222.
