In January 2012 the Government announced its decision to develop a new national high speed rail network.High Speed Two (HS2) will be built in two phases. Phase One from London to the West Midlands and PhaseTwo, the onward legs to Manchester and Leeds via East Midlands and South Yorkshire, with connections to theexisting West Coast and East Coast Main Lines; and in addition a spur to Heathrow in the south connecting withPhase One.On Phase 1 design and environmental work is currently underway in order to present a hybrid bill to Parliamentby the end of 2013, with a view to receiving Royal Assent in 2015. The bill will request that the powersnecessary to acquire land and construct and operate the Phase One line between London and the WestMidlands are granted.The work to develop routes from the West Midlands to Leeds and Manchester commenced in Autumn 2010, the output from this study was submitted to the Secretary of State for Transport in March 2012; and anannouncement setting out the Government's initial proposed Phase Two route is expected in early 2013.Following this announcement stakeholder engagement and formal consultation would commence later in 2013 and would be expected to last until Winter 2014 to enable the Secretary of State to make an announcementon the preferred route to be taken forward to the next stage of planning and development. The Governmentmay also initiate feasibility work associated with work on the longer term options for the high speed rail networkserving Scotland and the North East.In order to support the wide range of property and land matters arising in relation to the development of the highspeed railway route, HS2 Ltd wishes to appoint a number of professional advisers to a new Land and PropertyProfessional Services Framework. Depending on the responses received the Lots set out below maybe split intogeographical sections.The framework agreement is split into the following Lots:— Lot 1 – Valuation Services (for domestic, small business and agricultural valuations).— Lot 2 – Estates Services (for acquisition and disposal services, valuation of large commercial businesses,supporting CPO and blight activities, letting services and general estates advice and services).— Lot 3 – Property Management Services (for facilities management, inspection, rent collection and relatedservices).— Lot 4 – Urban Regeneration/Commercial Development Advice.
