There are three overarching objectives of HEROs contract:• humanitarian emergency response management for rapid onset response, protracted crises, chronic emergencies and humanitarian reform(DFID only);• operational capability and deployments(DFID and Stabilisation Unit); and• procurement, logistics and infrastructure expertise and operational capability (DFID and Stabilisation Unit).
