The Humber University Technical College (UTC) will open in September 2015 in the centre of Scunthorpe. The Humber UTC seeks an organisation to deliver School Leadership and Improvement Services throughout the pre-opening period and the 1st 2-years of operation. The contract will commence on 1.4.2015, will be of 3-years and 4-months duration and will be renewable annually. The aim is for the UTC to be a direct employer of all the required staff by the 3-year point.The contract is ‘not-for-profit' and potential Suppliers must be prepared to provide full open book details of their costs in delivering the service. The only costs that will be admissible are direct and associated on-costs.The Contractor shall provide executive support and staff, as agreed and specified in the ITT, to discharge the Contractor's obligations. The majority of the work will be carried out at the UTC (once built) but duties may be undertaken at other places. In particular, prior to completion of the UTC building (expected in September 2015) the requirements may be undertaken from the contractor's facilities.The Contractor, acting through its staff will function at a strategic, operational and management level and will report to the Chair of Humber UTC, through the Governing Body.Areas of work for the Contractor include:— Acting in partnership with the Governing Body in terms of strategic, operational and managerial control, and conduct of the UTC during the Term.— Identifying, recruiting (in partnership with the Governing Body), managing and working with the Leadership Team at the UTC to build their capacity to take responsibility for their own continuous improvement.— Developing the UTC as a self-evaluating institution which provides world class education to its students and the wider community.The general duties of the Contractor will be to provide advice and assistance to the Governing Body in relation to the conduct of the UTC, including:— Provision of specific roles to support the transition and operation of the UTC.— Supporting the appointment of the Principal (including any Interim/Acting Principal).— Coordinating and supporting the work of the Principal.— Enabling students to achieve outstanding results at all levels.— Developing the UTC as a high ‘value-added' school.— Supporting the recruitment, retention and development of the best teachers, classroom assistants and education support staff.— Assisting with the development of best practice in all school policies and procedures.— Supporting the recruitment of students.— Assisting with raising the status of the UTC in the eyes of the community.— Assisting students in fulfilling their academic potential in relation to their prior attainment.— Determining whether the UTC has the appropriate ICT infrastructure to meet the needs of the students and staff and to making proposals for any additional provision as may be considered appropriate.— Assisting with the development of the training and development programme for all teaching and other staff.— Supporting the UTC in offering an appropriate and relevant curriculum to all learners.Specific contractual requirements:— Executive support and advice to the UTC and curriculum quality oversight in priority subject areas (specifically STEM subjects) through the provision of the following staff:— Acting Principal (5 days per week). Qualified teacher status in a core subject and SLT experience.— Finance Manager (approx. 1 day per week). Professional qualification in business management or accountancy (at graduate level) ACA, CIMA, CIPFA, ACCA or equivalent.— Deputy Principal (approx. 1 day per week). Qualified teacher status and SLT experience.— Head of Engineering (approx. 1 day per week). Degree and Qualified Teacher Status (QTS / QTLS) or Certificate in Education / PGCE / DTLLS qualification. Professional qualifications relevant to subject area. Assessor Award / Internal Verifier Award.— Marketing Manager (approx. 1 day per week). Marketing qualification, to include a marketing degree or CIM certificate or CIM or IDM diploma or similar.The incumbents of the above positions are to be approved by the UTC Board prior to contract signature. Bidders are to provide CV details for the personnel expected to fill the positions and are to be prepared for the Board to call forward the individuals for interview.In addition the following support will be required on an ad hoc basis, as agreed by the UTC Board:— Curriculum Directors — subject specific improvement and intervention.— ICT — to provide operational direction and implementation of new network and systems.— Estates — to provide operational and strategic building and estates plan implementation.— HR — to provide advice and support in relation to staffing issues. Recruitment and planning.— Other teaching staff that may be required from time to time to support the delivery of the curriculum.
