Implementation of an off the shelf, web based KPI Engine for the Construction Industry

Expressions of interest are invited for the implementation of an off the shelf KPI Engine that can be used to evaluate the effectiveness of the proposed North Wales Schools and Public Buildings Contractor Framework.__________________________________________________________________Background information:In 2010 the Welsh Government (WG) announced its proposals for the 21st Century Schools programme.A key factor in the announcement was the requirement that Local Authorities were to procure construction works through a regional collaborative procurement approach. A framework approach on a regional basis is the approved procurement model from the 21st Century Schools Programme Board.Through extensive consultation with officers across the 6 authorities at all levels, it was agreed that the scope of this project is to set up a regional framework agreement for major construction works over the Official Journal of European Union (OJEU) threshold for construction works (valued over £4.35m currently). This would develop a pre-qualified group of contractors that any authority or named user can appoint through a mini competition without going through the OJEU process individually on each project.It is proposed that the framework be operational for all authorities and other public sector agencies by January 2014 for a four year period.Although primarily to be used for the 21st Century schools programme it is also envisaged that the framework will also be used to procure non-schools projects as well.Denbighshire County Council is the Lead Authority and will host the Framework Manager on behalf of primarily the North Wales Authorities (Conwy, Denbighshire, Flintshire, Gwynedd, Wrexham and Ynys Mon). It is anticipated that other public sector bodies will use the framework.The objectives of the framework are:-AIM: To provide a simple, cost effective, easy to use and transparent process to manage the delivery of the 21st Century School Buildings Programme collaboratively in North Wales.VISION: The approach will be to partner with excellent contractors who will engage positively with users and their consultants to provide construction services that will deliver our Future Schools and other public sector buildings, value for money and benefits to the local communities._____________________________________________________________________This Project:The main aim of this project is to implement a simple effective method for capturing KPI’s that can be used to evaluate the effectiveness of the North Wales Construction Framework.This needs to be an off the shelf web based system that is easy to use and can be effectively used to report to governance structure for the framework and can be used to communicate with news flashes/updates with contractors and or project managers across the 6 authorities and/or wider.The system will need to provide a platform for the recording of KPI’s and have a system for capturing, reporting, auditing and benchmarking the data. It will also be expected that there will be on-going training and support for the period of the framework which is expected to be 4 years, along with maintenance and upgrade programme.The system needs to be flexible to enable the selection of KPI relevant to individual projects and also have the capacity to develop these KPI’s as the framework develops. It is also envisaged that the KPI engine will be expected to facilitate the recording of community benefit KPI’s.It will also be expected that full system training and user guidance will be provided to all framework users and to selected framework contractors.The KPI engine is required to be in operation early November 2013 to enable the framework manager and other local authorities to be trained on the system.The system will then go live to the selected contractors in January 2014.
