Improvement Works to Tower Block in Flint (amended notice)

Flintshire County Council wishes to appoint a main contractor in order to complete improvement works to Richard Heights tower block located in the centre of Flint. Following the completion of works to the this tower Flintshire Country Council reserves the right to extend the contract for the upgrade of two further towers; Castle Heights and Bolingbroke Heights, also located in Flint.Flint town centre has been earmarked for redevelopment and through the Flint Strategy and Master Plan 2021. It is an immediate priority to strengthen the identity and image of the town and bring a better housing offer to the heart of the town and in doing so repair the damage caused from earlier planning and development work. The energy upgrade of the tower blocks marks the first steps in the overall development of the town centre with procurement for a development partner for a new town centre layout and new build programme imminent. This opportunity has been advertised through the European Journal.The key objective of this project is to improve the energy efficiency of the tower blocks in order to provide residents with a better quality home with lower running costs. A secondary objective of the improvement works is to visually improve how the tower blocks appear.Works to be completed include;Installation of external wall insulationInstallation of Solar Photo-VoltaicsFlat roofing repairs and installation of a liquid flat roofing systemRemoval and replacement of existing windowsFollowing the completion of an EU compliant procurement process to appoint materials suppliers Flintshire County Council has worked with the preferred suppliers to develop and define the technical specifications/works for inclusion within the labour/installation tender.
