DFID seeks a service provider (SP) to manage the delivery of the Improving the quality of and increasing equitable access to the Basic Package of Essential healthcare services programme' (BPEHS) in Sierra Leone which addresses the fundamental weaknesses in health care delivery that threatens the acceleration of efforts, and which underpin the attainment of planned results.The BPEHS programme is designed to support operationalizing National Health Strategic Plans, through delivery of the following outputs:1. Increased number and quality of health workers;2. Improved diagnostic capacity and management of blood services;3. Improved medicines and medical supplies management;4. Improved referral systems across the healthcare system; and5. Strengthened health management information system and improved generation of data for decision making.These five key outputs proposed to deliver the basic package of essential health services were identified through discussions with the Ministry of Health and Sanitation (MoHS) and development partners, with significant consideration of the evidence available as the most appropriate for strengthening the health system. The outputs address directly priorities identified in the Joint Programme of Work and Funding (JPWF) and build on existing interventions to strengthen and improve the national health system. Working through MOHS, the SP will provide:- Effective delivery of projected results against programme outputs - Fiduciary risk management of BPEHS funds- Evidence based programming through implementation of a robust monitoring and evaluation plan. - Secretariat support to the BPEHS Programme Steering Committee, chaired by the MoHS- Capacity building support to the MoHS to manage donors' funds and implementation of an effective exit strategy.- Partnership building to promote synergies between programmes and alignment with national strategies The BPEHS programme contract duration is 44 months comprising a 5 month inception phase and a 39 months implementation phase. There will be break clauses at the completion of both the inception phase and the mid-term evaluation.
