Independent Community Housing Advice to Vulnerable Clients

Caerphilly County Borough Council is seeking expressions of interest from organisations that are able to provide a specialist service for vulnerable clients that are experiencing housing problems.An overview of the required service is as follows:•Provision of advocacy support for clients facing eviction or repossession proceedings, including attendance at court•Undertaking casework for clients experiencing housing problems, including assisting clients that are experiencing illegal evictions, advising clients on case law such as Succession rights and Joint Tenancies.•Undertaking casework with regard to Housing Benefit and Welfare reform.•Undertaking litigation work for Mortgage Rescue Clients.•Providing drop in surgeries within the local communities for face to face advice.•Working in conjunction with the Citizens Advice Bureau, CCBC Housing Allocations and Advice Centre and the Authority’s Rents Section, to provide legal advice on housing issues.•Provision of advice in relation to disrepair issues, housing options, and the rights and obligations of tenants in respect of their tenancy agreements.The purpose of this speculative notice is to ascertain if there are any organisations that are able to provide the service as outlined above. The Authority is currently scoping the market and if it is identified that there are organisations that can meet the criteria a full tender process will be undertaken.
